Inquiry #1: Section 10-1.01 and the Central Valley Flood Protection Board permit both state that no construction work of any kind is to take place from November 1 to April 15 without prior approval of the Flood Protection Board. Is this only in areas where the Flood Protection Board has jurisdiction, for example all work below the 100 year flood level, or is this all work on the entire project, regardless of where it is located?

Inquiry #2: Special Provisions Section 5-1.12 states that vegetation removal should take place between September 1 and February 15. Will Caltrans be performing this work as the contractor will not be able to work in the specified window this winter?

Response #2:2/11/13: No. It may be possible to remove vegetation outside of the 9/1 - 2/15 work window provided that the Contractor Supplied Biologist, per Section 10-1.02 of the Special Provisions has monitored, notified and reported on the absence of bird nesting activity.

Inquiry #3: Special Provisions Section 5-1.12 states that bird and bat exclusion should take place between September 1 and February 15. Will Caltrans be performing this work as the contractor will not be able to work during the specified window this winter?

Response #2:2/11/13: Caltrans is currently in the process of addressing the installation of the bird and bat exclusionary devices by others. After contract award, the Contractor will have responsibility for fulfillment of this obligation per the contact documents.

Inquiry #4: The Army Corps of Engineer's permit states that the contractor is to design a diversion in order to do the work. What is the expected work season flow we need to design for?

Response #2:2/11/13: It is the Contractor's responsibility to obtain work season flow rate information for the stream diversion. Historical flow rates for Butte Creek are readily available on-line, including but not limited to the following sites: http://waterdata.usgs.gov/usa/nwis/uv?site_no=11390000 and www.cdec.water.ca.gov. Please bid per contract documents.

Inquiry #5: For Bid item 61 EROSION CONTROL (COMPOST BLANKET) Per Erosion Control Sequencing on page 134 of the Special Provisions and also plan sheet 45 ECQ-1, the Compost Blanket is to be covered by the Bonded Fiber Matrix, which includes native seed.
On page 140 of the Special Provisions is stated "Apply seed and compost to a uniform thickness."
Is this in addition to the seed in the Bonded Fiber Matrix?

Inquiry #7: Double check the quantity for Bid Item 125 Concrete Barrier (Type 732 Mod) and Bid Item 126 Concrete Barrier (Type 732). The Engineers estimated quantity would suggest the barrier starts and stops at the end of the approach slabs but the general plan and elevation show the ends of the barrier terminating at the ends of the wingwalls. The length of the barrier would be approximately 22' shorter at each location.

Inquiry #9: The Roadway Excavation quantity table on sheet Q-1 adds up to 13178 cy but the total shown is 15827 cy. May we request the quantities be checked and corrected.

The table also includes Alignment A1 10+00 to 10+97 and Alignment A2 10+00 to 10+97, which appear to be Structure Excavation and Structure Backfill for the Abutments and Rock Slope Protection. Is it Caltrans' intention to include these quantities in the Roadway Excavation Item?

Inquiry #10: Bid item 89 states that there are 37 cy of minor concrete (minor structure). All plan sheets indicate 3.7 cys. Please verify these quantities, thank you.

Inquiry #11: The thermoplastic material listed in the special provisions on page 177 call for standard PTH-02ALKYD materials. On plan sheet 120 (PDQ-1) there is a note stating that the thermopalstic material will be enhanced wet night visibility material. This material is much more expensive and the application rate of the ceramic elements is not listed in the specifications.
Which type of relfective media are we supposed to use?
