Inquiry #2: None of the lane closure charts address the construction of the inside and outside shoulders. What is the traffic control restrictions for this work?

On sheet SC-1, SC-2 and SC-7 under the heading, TRAFFIC: it states, TRAFFIC TO REMAIN OPEN ON ALL LANES DURING SHOULDER CONSTRUCTION. Is it acceptable to construct the inside shoulders after the K Rail is placed pushing the traffic to the outside at each location?

Inquiry #4: For locations 1-3 on all work in the median; Can the contractor assume the compaction of subgrade will be sufficient, due to the fact we are placing 1.15' of HMA over it? Or should the contractor refer to specs stating 30 inches at 95%, 3' outside edge of travel way. Outside 3' of travel way 6" at 90%. Thank you,
