Inquiry #4: Dear Sir, we are having communication problems in the software / hardware requirements for Electronic Bidding. We are requesting that either the Bid Date be postponed to be able to solve the technical problems, or to be allowed to use a Standard paper format to submit our Bid. Please note that we are not the only company having problems with the Electronic Bid Submittal. It will be completely Unfair to be disallowed from bidding on this project because of Glitches in the new system. Please advise
