Inquiry #11: Profile drawings are not provided for drainage systems R8.01, R8.04, R8.41, and R9.10. Please provide the profile drawings for these locations, or if profile drawings are not available, provide at least the invert elevations for both ends of each culvert and the max soil cover over the culverts.

Also, for any CIPP lining location where the profile drawing is broken, and there is not a max cover given in the drainage quantity tables, please provide max soil covers for those culverts.

Inquiry #12: Stage Construction notes on drawing SC-1 indicates the work is to be staged and constructed over 3 construction seasons. It also appears from the traffic restrictions in the specifications, that the project will essentially be shut down from November 15th to April 1st each year. Given that this project is not even bidding until September 9th, when does Caltrans anticipate NTP and/or the start of the first construction season? Will Caltrans require any of the work to be completed in 2017 before the winter?

Inquiry #14: The traffic restrictions in the specifications (Chart G1 and G2), state the following: "Only one stationary lane closure allowed at one time". The Stage Construction drawings state that in the first Construction season contractor will complete Stage 1 and Stage 2. Contractor has assumed that we will be allowed one stationary closure per individual Stage. In the example above, we would have one stationary closure for Stage 1 and another stationary closure for Stage 2 in place at the same time. Which in essence makes it two stationary closures at one time. Please advise and/or clarify.

Contractors need clarifications on these issues in order to effectively bid the project. The contractors have put in the time and effort to write up the bidder inquiries and at this time many of questions remain unresolved.

Inquiry #21: Per contract documents, the weigh-in-motion is not addressed in payment for materials on hand. Will weigh-in-motion be paid under misc. metal? The materials for the weigh-in-motion will cost nearly $500,000. This will exclude any small business or DBE from bidding on this project yet there is an 8% DBE requirement. With the contract possibly having 400 working days it is unreasonable to expect small business to carry that financial load.

Bids must be on a Cost + Time basis and while the contractor is directed to not bid less than 280 working days and not more than 400 working days, the rest of Special Provisions are silent on the requirements for the construction season(s). The plans on Sheet SC-1 have general staging notes that mention seasons but no specific directions are provided.
Please clarify all of five following questions:
• What is Caltrans Definition of Construction Season for this project?

Inquiry #31: The Roadway COLD PLANE ASPHALT CONCRETE PAVEMENT (CPACP) quantities do not seem to match the Typical Cross Sections.

Sheet 400/495 in Roadway Quantities Table, Line L-30 "S1" 556+50 TO 571+50 it shows zero SY for CPACP. However, the typical southbound cross section Page 5/495 "X-4" shows that all "S1" 556+50 TO 576+40 of that area gets CPACP Var 0.45' to 0.55'.

Sheet 400/495 in Roadway Quantities Table, Line L-32 "S1" 586+50 TO 601+50 it shows zero SY for CPACP. However, the typical southbound cross section Page 5/495 "X-4" shows that all "S1" 583+00 TO 592+12 of that area gets CPACP Var 0.45' to 0.55', even the Electrical Sheets show that the asphalt pavement get cold plane treatment.

These are only a couple of examples used for a quick write up.

Which CPACP directions should the contract use for bidding purposes?
