Inquiry #4: There is a lane closure chart for blasting, but Caltrans does not have a bid item for rock excavation. Caltrans must have an idea of the of the amount of rock excavation. By adding a bid item for this, it will give Caltrans a more accurate bid.

Inquiry #5: Bid item 71 is for Hot Mix Asphlat, Superpave (Open Graded)(Supply Line On Bridge)

First, what does "Supply Line On Bridge" refer to in this item?

Second, page 71 of the Special Provisions say "For RHMA-SP-O, the grade of asphlt binder must be PG 64-16." Does the State want HMA-SP-O or RHMA-SP-O?

Inquiry #6: We see the language for the closures on page 20. With this all it says that "when unpaved conditions are provided, the full width of the travel way must be open to traffic on Fridays after 3:00 p.m., Sat., Sun, holidays and when construction operations are not actively in progress." With this said, if we have have construction ongoing we can close the road to one lane 24 hours from Midnight on Monday to Friday at 3:00 p.m. Correct? A lane closure chart and further clarification would be helpful.

Response #2:9/26/13: The last paragraph on page 20 of the Special Provisions states: "Except when unpaved conditions are provided, the full width of the traveled way must be open to traffic on Fridays after 3:00 p.m., Saturdays, Sundays, Designated Holidays, and when construction operations are not actively in progress."(underlined emphasis added). In addition, please refer to page 23 of the Special Provisions, paragraph 4 of Section 12-5.03B Stationary Lane Closures which states: "When traffic is on an unpaved surface, reversing one-way traffic control shall be in-place regardless of the number of unpaved lanes available." Therefore, as long as there are unpaved surfaces, reversing one-way traffic control must be in place at all times. Please bid per the current contract documents.

Response #2:9/26/13: No staging plans will be added. The contractor is to develop his own means and methods for the earthwork in coordination with the traffic requirements as described in the contract. Please bid per the current contract documents.

Inquiry #8: Regarding Bid Item 27, Temporary Wetland Protection Mat, the PLAC’s mention an approximate acreage of temporary wetlands disturbance however, nowhere in the PLAC’s or in the plans or special provisions for the project is the temporary disturbance of wetlands delineated, marked or noted. Given the fact that Bid Item 27 is a lump sum item it is difficult to quantify or determine if how much Temporary Wetlands Protection Mat is needed for the project and where the wetland protection mat is to be installed with the given information. Please clarify.

Regarding Sheet 21 of the project plans, if a clear water diversion is necessary to be installed at this area to place new footings and construct piers, the TFESA appears to be in conflict with the TCE and in conflict with the work itself. Please clarify.

Regarding Bid Item 27, Temporary Wetland Protection Mat, refer to Page 2, item 11 (Equipment) of the "US Army Corps of Engineers Nationwide Permit 23 Summary" and to page 1 of the "Central Valley Flood Protection Board Permit # 18858 BD". Inquiry #9: The Quantity table on Sheet 351 of 366 indicates there is 256 LF of Concrete Barrier (Type 80)(Modified). The Plan & Elevation show the Type 80 barrier terminating at or about BB & EB which is 91'-5" resulting in an overall quantity of 183 LF. Where is the additional 73 LF of Type 80 barrier located at this bridge structure?
