Inquiry #1: Reference the third paragraph of Section 12-5.03 of the Special Provisions. Please clarify that the intent of this specification is that there be a total of eight (8) people performing lane closures on the project, 1 flagger plus 3 advance flaggers in each direction.

Response #2:1/17/14: Flaggers are required per RSP T13 for northbound Route 1, southbound Route 1 and for westbound Route 128. Per paragraph 3 of Section 12-5.03 of the Special Provisions, three advance flaggers are to be used as required. For the condition as described, 6 flaggers are needed. Please bid per the contract documents.

Inquiry #2: Reference the Stage Construction Details on Page SCD-1 of the Contract Plans. Please clarify the intent of the usage of K-Rail for Stage Construction, as the subject drawing indicates placement of K-Rail along the NB shoulder of Highway 1, and all of the work is to be performed is along the SB shoulder. Additionally, the placement of K-Rail as indicated will reduce the width of the traveled way, however no traffic control features are indicated to address the reduced width, please clarify the intent of this plan.

Response #2:1/30/14: Please refer to Section 2-1.06B Supplemental Project Information. In particular, PLAC: California Coastal Commission, Coastal Development Permit. Article 5, Water Quality Protection Measures and Best Management Practices on page 4 of the document, directs that physical barriers shall be placed. The placement of the temporary railing (Type K) on the right is the result of this condition. Furthermore, there is adequate width for the full roadway with the K-rail in place.

Inquiry #3: Sheet C-11 of the plans shows the old style of Minor Concrete Vegetation Control. Can you confirm that you do not want to use the Revised Standard Plan details for the Minor Concrete Vegetation Control?

Inquiry #4: In reference to the K-rail usage discussed in Bidder Inquiry #2. There are 7 locations that require k-rail, apparently each requiring 2 crash cushions per location, for a total of 14. The Traffic Handling Quantities on THD-1 only list a total of 2 for these locations. Can you please confirm the number of Alternative Temporary Crash Cushions required?

Inquiry #5: The Roadway Summary of Quantities on Sheet Q-1 lists 367 tons of shoulder backing from Station "A"115+54 to Station "A"120+00. The cross section for this reach calls for embankment. (1) Are the quantities shown on Q-1 for (N)Embankment and Shoulder Backing correct? (2) Is the call out for embankment on Sheet X-1 (Section "A"111+80.79 to "A"124+27.40) correct?
