Note: In the Test ID file, each block of Product Types has a corresponding
block of Test IDs. For example, if an Absolute Viscosity on RTFO test is run
on a PBA-1 sample the Test ID to use is 40401. If the same test is run on an
AR4000 sample however, the Test ID to use is 40501.
Also, some Caltrans Test IDs capture two results rather than just one. For those
cases the Data Format file now includes Test Result 1 and Test Result 2 columns.
