Inquiry #1: Special provision section 49-3.03C(2) states to place a minimum thickness of 3' seal course on top of the soil plug surface.
Contract drawings on sheets 93 of 107 and 96 of 107 does not show any seal course above top of soil plug. Please clarify.

Inquiry #2: We would like to seek clarification as to the design loading requirements of the guardrail system that is part of the temporary bridge.

Per the special provisions, Section 48-7.02B (1) General states that the design speed limit of the temporary bridge is to be 25 MPH.

This is then reconfirmed in Section 48-7.02B (3) Bridge Rail with the following sentence, “The regulatory speed limit must be posted for 25 MPH or less.”

In addition, in Section 48-7.02B (3), the vehicular railing and all components for the prefabricated bridge system must be designed for TL-4 loading. Following the AASHTO LRFD Bridge Design Specifications Table A13.2-1, TL-4 guardrail loading is based on a vehicle traveling at 60 MPH (i.e. Highway speeds). Since the project special provisions clearly indicate that the bridge speed is to be 25 MPH and is a single lane bridge the plausibility of achieving TL-4 speed and its associated crash angle is miniscule. Therefore TL-2 loading would be appropriate for the design of the guardrail system of the bridge.

Please see the attached guardrail details, which are designed to TL-2 loading and exceeds the 25 MPH project requirement. As shown in the details, this guardrail system utilizes “off the shelf” standard components and is readily available in the market.

Please provide confirmation that the TL-2 guardrail system will meet the project requirements as stated in the project special provisions.
