Inquiry #3: Please confirm that the limits of roadway excavation and new pavement are as shown on the stage construction plans for stages 1A, 1B, 1D and 2.

The typical cross sections and cross sections provided for the project show the limits of the new asphalt pavement section to be from lip of gutter to lip of gutter only. They do not show new asphalt pavement section under the A2-6 curb or under the outside rock blanket.

The stage construction plans for stages 1A, 1B, 1C and 2 show various hatched areas and the notes state to grade and pave these areas, which is different from what the typical cross sections show.

Response #1:Submitted for consideration.

Inquiry #4: Please refer to the typical cross section for TB 10+00 to 14+20.47 on plan sheet X-1. The typical cross section shows AB(2) at the roundabout center. Does the roundabout get filled with AB(2)? If so, how is the AB(2) paid? Is the existing pavement in the roundabout center supposed to be removed?

Inquiry #5: Several of the Stage Construction and Traffic Handling Plan sheets show temporary krail and crash cushions drawn faintly which appear to be remaining from a previous stage. However, if it is to remain, some appears to conflict with traffic. Is there temporary krail and crash cushion that are supposed to remain from a previous stage? If so, please identify the krail on the stage construction plans.
Inquiry submitted 10/08/2018

Response #1:Submitted for consideration.
Response posted 10/09/2018

Response #2:Temporary K-rail and crash cushions shown as dropouts (faintly) on the Stage Construction plans are in fact from previous stages and shall remain when indicated on the plans. They are correctly drawn on the plans and do not conflict with traffic.
Response posted 10/09/2018

Inquiry #6: Per the stage construction plans, the splitter islands and the outside rock blankets get constructed at the end of the project after the new pavement is constructed. As such, the construction of the A1-6 curb and the A2-6 curb will require removal of the asphalt pavement and patch back after the curb is constructed. Please confirm this is correct, and that payment for the removal and patching will be paid under roadway excavation and HMA.
Inquiry submitted 10/09/2018

Response #1:Submitted for consideration.

Inquiry #9: Is sheet MI-1 the detour plan for when Bird's Landing Road is closed? If not, what is the purpose of sheet MI-1? The stage drawings say to refer to the construction area sign drawings for detour information, but there is not a specific CS drawing that shows the Bird's Landing Road detour.
Inquiry submitted 10/17/2018

Response #1:Submitted for construction.
Response posted 10/17/2018

Response #2:MI-1 is the detour plan for when Bird's Landing Road is closed.

Response posted 10/18/2018

Response #2:Base and surfacing under the rock blanket and center island can remain. See LD-4.
Response posted 10/18/2018

Inquiry #13: The stage construction and traffic handling plan for stage 5 does not show temporary krail where the outside curb and gutters are to be constructed. The construction of the outside curb and gutters will require excavation and patching, as previously addressed. It looks like there is approximately 13 ft from the face of the A1-6 curb to the lip of A2-6 gutter so there isn't room to move traffic a safe distance away from the work area.
How was Caltrans anticipating this work to be performed with a temporary barrier or buffer between the traffic and the work area, particularly since there will need to be an open excavation?

Inquiry submitted 10/24/2018

Response #1:Submitted for consideration.
Response posted 10/24/2018

Response #2:To perform this work, the contractor shall refer to the lane closure charts to devise a traffic control system based on their needs.

Inquiry #18: Per the details for the Type 2 and Type 3 rock blanket, shown on plan sheet LD-4, the thickness of the rock blanket is the same as the H2 dimension of the curb (6 inches). The response to a prior bidder inquiry was that “Base and surfacing under the rock blanket and center island can remain. See LD-4.” However, looking at the cross-sections, it does not appear that it is always the case where the distance from the top of curb to the existing pavement is 6 inches. For example, at M 17+25 the top of curb is approx. 0.5 feet below the existing pavement on the right side, and approx. 0.9 feet above the existing pavement on the left side. Neither of these instances match the details shown on LD-4.
The plans and details do not show how to the construct the rock blanket when the design and existing conditions do not match the details shown on sheet LD-4. Please provide this information so contractors can bid the work accordingly.

Inquiry #22: On Sheet DP1 (Profiles), (Sheet 29 of 150 in the plans), Drainage system 1, Grated Line Drain "c", TG Elevation reads "93.36" at the discharge end of the drain and the catch basin and next TG read 92.36. This will make the end of Grated Line Drain 1 ft higher than the basin next to it. This appears to be a typo.

Is the 93.36 a typo and should it be 92.36 instead? Please advise.
