Inquiry #3: I retract my earlier inquiry of today. It appears all bid item quantities & units of measure are conformed.

Inquiry #4: Under Section 12 - Temp Traffic Control, it states that for each 10-minute infraction past the time to open the closure, the Contractor will be assessed 5% of the total bid amount for each infraction.

Your EE is $840,000. 5% of this number (total bid) = $42,000 for each infraction for the 1st 1/2 hour and double that for one hour.
This is totally unreasonable. Under the Standard Specs for Liquidated Damages, a job of this size would be subject to no more than $1,900 per day for going over each day of the contract time in total. $42,000 / $1,900 = 22 times more punitive than going over contract time.

Please consider amending the LD's for lane closure infractions to a more reasonable value that is representative of the cost to the public.
