Public meetings (originally scheduled during the last two weeks in September) to discuss and obtain public comment for Caltrans proposed amended 2016-2018 overall DBE goal and methodology are postponed until further notice. We plan to post an updated meeting schedule soon. Our apologies for any inconvenience this may cause.

Small Business (SB) & Disabled Veteran Business Enterprise (DVBE)

State Programs

Caltrans is committed to increasing the economic opportunity and development of Small Business (SB) and Disabled Veteran Business Enterprises (DVBE) within the State of California. Caltrans is committed to an SB participation goal of 25% and DVBE goal of 5% on State funded contracts and procurement opportunities.

Caltrans is actively pursuing SB/DVBE and DBE business participation in all projects and procurement opportunities and has developed a comprehensive small business and disadvantaged business infrastructure with representatives in the twelve Caltrans districts.   • Caltrans 2015 Availability and Disparity Study

    Caltrans is currently conducting an Availability and Disparity Study.
    What is an Availability and Disparity Study?

    • Examines participation of minority- and women-owned businesses in public contracting
    • Measures the availability of minority- and women-owned businesses for public contracts
    • Assesses local marketplace conditions for small businesses and minority- and women-owned businesses

    Public meetings to obtain verbal testimony regarding experiences working in the California public highway transportation marketplace were held throughout California in early November, and written testimony was accepted through March 15, 2016.  Thank you to all who provided testimony as your participation will assist Caltrans in identifying ways to better support small, minority- and women-owned businesses.

    The final Study report will be posted on the OBEO website by September 2016.
  • NSTI Program

    Caltrans has awarded contracts for the 2016 National Summer Transportation Institute (NSTI) Program to two host sites: California State University, Los Angeles, and San Jose State University.

    The purpose of the NSTI Program is to promote greater awareness of career opportunities within the transportation industry among disadvantaged and at-risk middle and high school students. Curriculum includes classroom and field activities in the science, technology, engineering, and math fields.
