Small Business (SB) & Disabled Veteran Business Enterprise (DVBE)

State Programs

Caltrans is committed to increasing the economic opportunity and development of Small Business (SB) and Disabled Veteran Business Enterprises (DVBE) within the State of California. Caltrans is committed to an SB participation goal of 25% and DVBE goal of 5% on State funded contracts and procurement opportunities.

    Caltrans 2016 Availability and Disparity Study is now complete and available for review.

    What is an Availability and Disparity Study?

    • Examines participation of minority- and women-owned businesses in public contracting
    • Measures the availability of minority- and women-owned businesses for public contracts
    • Assesses local marketplace conditions for small businesses and minority- and women-owned businesses

    Caltrans 2016 Availability and Disparity Study

  • National Summer Transportation Institute

    Caltrans is now accepting applications to serve as a host site for the 2017 National Summer Transportation Institute (NSTI) Program.

    The NSTI Program is a science, technology, engineering, and math (STEM) focused program for high school and middle school students.  Its objectives are to improve STEM skills, provide awareness to middle- and high-school students—particularly minority, female, and disadvantaged youth—about transportation careers, and encourage participants to consider transportation-related courses of study in their higher education pursuits.

  • DBE Supportive Services

    On September 28, 2016, Caltrans executed contract 88A0104 with GCAP Services, Inc. to provide Disadvantaged Business Enterprise Supportive Services (DBE/SS) in the Southern Region of California.  The Southern Region consists of Caltrans Districts 7, 8, 11, and 12.

    The purpose of DBE/SS is to increase utilization of certified DBEs and potential DBEs on Caltrans’ federal-aid highway construction and professional services projects.
