Transportation System Performance Measures, A Necessary Part of the California Transportation Plan

Performance measures are tools that can be used to determine whether the California Department of Transportation (Caltrans) is successfully meeting the state’s transportation goals, as defined in the Statewide Transportation Plan. A performance measurement system sets guidelines, measures, monitors the repeated use, and studies the outcomes for possible improvements.

Caltrans has been working on implementation of Transportation System Performance Measures throughout the State of California. Data detection and access issues on State Highways and data issues of various transportation modes have been documented in the several reports found on this website. The program team is in the process of outreach to local agencies around the state to communicate the need for Performance Measures as a valuable decision-making tool.
