California Transportation Plan (CTP) 2030

The California Transportation Plan (CTP) 2030 Addendum updates the State’s long-range transportation plan, the California Transportation Plan 2025, to comply with the Safe, Accountable, Flexible, Efficient, Transportation Equity Act – A Legacy for Users (SAFETEA-LU). This federal law authorizes transportation funding through 2009 and establishes new requirements for statewide and metropolitan transportation planning.

A major focus of SAFETEA-LU and of the CTP 2030 Addendum is the linking of transportation planning with natural resource and environmental planning to promote early consultation.  This consultation includes the comparison of transportation plans, maps and data with those of federal, State, tribal and local agencies responsible for land use management, natural resources, environmental protection, conservation, and historic preservation.  The goal of this early consultation is transportation plans, and ultimately projects, that preserve and enhance California’s valuable natural and environmental resources.

To support the implementation of the CTP 2030 Addendum and early consultation, UC Davis Information Center for the Environment (ICE) has assembled an initial set of environmental and transportation related web links designed to assist transportation, resource, and environmental planners in beginning the process to share data.

The ICE website includes an Environmental Planning Resources page with links to various sources of data, interactive mapping sites and examples of regional GIS analysis. The Transportation Planning Resources page includes links to various transportation agencies, partners and tools.  To further assist Caltrans staff and regional transportation planners, the Division of Environmental Analysis has developed a GIS tool for locating field offices of California’s various resource agencies.

Please check this webpage periodically for information on the next full update of the CTP – the CTP 2035. The first phase of this effort will be the development of a Public Participation Plan (PPP) that will guide the outreach for the next CTP’s development. For additional information about the purpose and content of this PPP see Section 450.210 of the Federal Register on the Final Rule for Statewide and Metropolitan Transportation Planning regulations (23 CFR 450) on pages 43-44.
