California Department of Transportation

Office of Projects/Plan Coordination

The Office of Projects/Plan Coordination was created in November 2000 to manage the resources for Project Initiation Documents (PIDs) in the Districts. (A PID is required to be developed and approved before any project can be programmed and constructed on the State Highway System and is seen as the bridge between Planning and Project Delivery).

The Office of Projects/Plans Coordination (OPPC) places an emphasis on providing resources for PIDs that have been identified in a plan, such as a Regional Transportation Plan or the 10-Year SHOPP Plan, and linking them to a reasonable opportunity to be programmed through a funding cycle. This increased level of coordination between Planning and Programming, Traffic Operations, Maintenance and Project Delivery is essential to ensure that funding for PIDs results in projects that are properly scheduled.
