Office of Projects/Plan Coordination
The Office of Projects/Plan Coordination was created in November 2000 to manage the resources for Project Initiation Documents (PIDs) in the Districts. (A PID is required to be developed and approved before any project can be programmed and constructed on the State Highway System and is seen as the bridge between Planning and Project Delivery). The creation of the office was in response to a transfer of resources from Capital Outlay Support to Planning.
The Office of Projects/Plans Coordination (OPPC) places an emphasis on providing resources for PIDs that have been identified in a plan, such as a Regional Transportation Plan or the 10-Year SHOPP Plan, and linking them to a reasonable opportunity to be programmed through a funding cycle. This increased level of coordination between Planning and Programming, Traffic Operations, Maintenance and Project Delivery is essential to ensure that funding for PIDs results in projects that are properly scheduled.

OPPC is comprised of three branches:
- The Project Initiation Development Management Branch includes one Senior Transportation Planner, and four Associate Transportation Planners. This branch is responsible for tracking PID work progress to ensure timely delivery of PIDs within approved cost and schedule, preparing quarterly Statewide STIP and SHOPP Summary Reports, and the overall fiscal management of the PID program
- The Project Management Liaison Branch includes one Senior Transportation Engineer, Specialist. This position works with SHOPP Advisors and Project Delivery teams to ensure that work planned is consistent with other engineering requirements and considerations including standards set by Design and Local Assistance, priorities set by Project Delivery, Maintenance and Operations, etc.

The Programming Coordination Branch includes one Senior Transportation Planner, Specialist. This position works with other Senior Transportation Planners and Senior Transportation Engineers in Programming and throughout the Districts to analyze and project levels of expenditures through the life of Regional Transportation Plans, 10-Year SHOPP Plans and Programming cycles
