In an effort to improve safety and protect the public’s investment in its infrastructure, the Federal Highway Administration (FHWA) has enacted changes in the National Bridge Inspection Standards (NBIS - CFR 650). A Plan of Action (POA) is now required to be prepared for all bridges determined to be scour critical. As we move together towards complying with this updated NBIS rule, we encourage you to continue to work within your agency and with your State Local Assistance representatives engaged in the scour program to develop a POA for each scour critical bridge identified during the recent scour evaluation program. Completed plans should be submitted to Caltrans by the established deadline for review.

The single document file contains an individual form all scour critical bridges owned by Local Agencies in California. Using the listing of bridges that require a scour plan of action transmitted by mail to your agency, you can find the bridges in your jurisdiction and copy the appropriate pages into a separate document for completion and submission back to Caltrans.
