Grants & Loans - Airport Grant Program Status

What is the current status of the California Aid to Airports Program (CAAP)?
Due to a decrease of approximately 25 percent from historic revenue amounts used to fund the State Aeronautics Account and a $4.0M transfer to the State General Fund in FY 2009-10, all grants administered by the California Department of Transportation (Department), Division of Aeronautics remain affected.

The following is what should be expected for Fiscal Year 2013-14:

The Annual Credit Grants – The Annual Credit of $10,000 for FY 2013-14 will be credited to each eligible airport in late Spring 2014.

All eligible airports who have completed the annual certification process, and the Division of Aeronautics has received their completed and signed CAAP Certification form (DOA-0007) are eligible to request their accrued Annual Credits, if applicable, through FY 2012-13 by completing the Annual Credit Disbursement Request form (DOA-0009).

Airport Improvement Program (AIP) Matching Grants – AIP Matching Grant funds are limited.

Eligible applications are funded as funds become available, provided that the project was not started or completed prior to allocation of funds by the state.

Acquisition and Development (A&D) Grants – The Department is not able to fund the majority of A & D projects programmed for FY 2013–14.

State Aeronautics Account Revenue Note: Revenue derived from fuel excise taxes of $0.18/gallon on General Aviation (GA) AVGAS and $0.02/gallon on GA jet fuel remains the only source of funding for the Division of Aeronautics. The AVGAS rate became effective in January 1994, and the GA jet fuel rate began in December 1969.
