The California Department of
Transportation Division of Aeronautics (Division) generates the California
Aviation System Plan Capital Improvement Plan (CIP) every odd year. The CIP
2010-2019 was published in November 2009. Our next CIP should be published in the
summer of 2011. This fall (October 2010), airport managers should prepare to
receive an announcement regarding the CIP submittal process using on line Airport
Capital Improvement Plan (ACIP) form. The State uses the same form as Federal
Aviation Administration (FAA).
Although airport managers are not
required to submit the ACIP forms until fall 2010, they can submit new projects
or modify current projects listed in the Division AirportIQ System Manager (ASM)
database via your website password at any time to keep them updated. Thank you. |

Your next
2012-2021 ACIP should be added by the airport manager directly to the ASM database.
This database can be found at www.CaltransASM.com.
Please check the contact information for your airport to make sure they are
updated. If any changes need to be made, please contact the Division staff.
We encourage you to coordinate with your local transportation planning
agencies in determination of your projects. The FAA
and the Division are updating the CIP for Airport
sponsors are requested to follow the instructions provided below. The
instructions will assist airport sponsors in completing the ACIP form
online. The Division will provide each airport sponsor with a login
user name and password to access the ASM database. Please enter your
project information and print a hard copy. Send the original signed ACIP
form to the Division at the address below.
If your airport has received a Federal Aviation Administration (FAA)
airport improvement program grant, please remember to send a signed copy to
FAA. State of California Department of

Please
submit projects for fiscal years 2012 - 2021 (10 years). Describe each
project as clearly as possible and enclose a short narrative. If you
have no projects for any particular year, please do not enter that year into
the database. Funding decisions and priorities will be based solely on
the information submitted. The California Public Utilities Code related
to the State Aeronautics Act specifies the CIP must be a 10-year
projection. Subdivision (f) of Section 21702 of the Public Utilities
Code states, “A 10-year capital improvement plan for each airport, based on
each airport’s adopted master plan if the airport has a master plan, approved
by the applicable transportation planning agency, and submitted to the
Division for inclusion in the California Aviation System Plan.” ·
Please
submit Airport Land Use Compatibility Plan (ALUCP) projects for fiscal years
2012 - 2021 (10 years). An airport land use commission can receive
State funding to prepare or update an ALUCP. Cities, counties, and
airport districts with general aviation, reliever, and commercial airports
are eligible for State funding. ·
In
order to compile the information on ground access, off airport property
needs, please enter the projects in the ACIP data sheet separately.
Ground access projects are different than access road projects. Off
property ground access projects cannot be funded through FAA or the State
Aeronautics Account funds. Access Road projects are AIP eligible and
will go with the rest of the projects. ·
The
purpose of airport ground access projects is to optimize ground
transportation to airports. Airports are key assets to communities and
regions, contributing to both the economy and the overall quality of
life. Thus, ground access to airports is perceived to be one of the
most critical issues facing the aviation system. This includes improved
