E. Prepare and Approve PID (WBS 150.25) - Circulate, Review and Approve PID (WBS 150.25.20)
P82. Incorporate Capital Outlay Support Estimate
Senate Bill 45 (1997) amended the rules governing the programming of State transportation projects. Caltrans support costs must now be listed in the STIP in four “components”.
- Completion of all permits and environmental studies (PA&ED)
- Preparation of plans, specifications and estimates. (PS&E)
- The acquisition of rights-of-way. (R/W Support)
- Construction management and engineering, including surveys and inspection. (Construction Support)
These estimates are summarized in the Capital and Support Cost Summary Table, previously called the SB45 table
Support Costs and Person Years (PY) for SHOPP projects must be shown for district needs and Division of Engineering Services needs, by fiscal year. An example of the required table may be found in Appendix L of the PDPM.
The project manager is responsible for supplying the Capital Outlay Support estimate information to the project engineer for inclusion in the final PID.
