Constructability Reviews |

Effective immediately all major projects (except for 100% locally funded projects) shall include the use of formal Constructability Reviews (CRs) during the project initiation and design phases of the project development process. This includes projects already in the "pipeline", which should be reviewed at the next Constructability Review stage.
The use of formal CRs became a requirement last July for all projects with an escalated construction cost of $25 million or more. As stated in my memorandum dated July 31, 1997, this requirement is aimed at improving overall constructability in an effort to reduce contract change orders and delay claims. The details of the formal CR process are outlined in Attachment A.
The approval authority for any exceptions to conducting Constructability Reviews had been limited to the District or Region Director, however this authority may be delegated to the Division Chiefs for Design and Construction jointly.
For assistance in conducting Constructability Reviews for a specific project you may wish to contact and/or include on the review team the Headquarters Project Development Coordinator and Construction Reviewer.
