Construction Manual

The Construction Manual contains policies and procedures related to the duties of Caltrans Division of Construction personnel, is for information only, and is intended as a resource for personnel engaged in contract administration. Be alert for new or revised specifications that may affect the current manual guidelines for contract administration. As specifications, practices, procedures, and policies change, the Division of Construction will issue a Construction Policy Bulletin (CPB). CPBs supersede any conflicting information, guidelines, or instructions in the manual. CPBs not yet added to the manual are available here.

From time to time, revisions will be made to the manual in the form of a Manual Change Transmittal (MCT). MCTs provide a summary of manual changes and information on what pages need to be replaced if you are maintaining a hard copy of the manual. When MCTs are issued, the changed pages are added to the Construction Manual full download and sections table below with lines in the margin to indicate changes. Footer dates are also changed to match the month of the MCT issued. Current and past MCTs dating back to July 2001 are available here.

Construction Procedure Directives (CPDs) can also be issued periodically to clarify information already contained in the manual, introduce a process change, remind readers of existing policy, announce a new form, or inform the reader of a change in address or contact. They are available here.

We encourage use of the online version of the full manual and individual sections below for the most current Division of Construction guidance and electronic search capabilities. However, the complete download can be printed and it is the manual holder’s responsibility to ensure it is kept up-to-date when MCTs are issued.
