Proposition 1B

Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA)

Joan Musillani, Chief
(916) 654-9495

PTMISEA is a new program created by SB 1266, the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 (Prop 1B). Of the $19.925 billion available to Transportation, PTMISEA is comprised of $3.6 billion dollars available to transit operators over a ten-year period. Funds are to be used for Public Transportation Modernization, Improvement and Service Enhancements that can include upgrading transit fleets or expanding service to increase ridership and therefore reduce emissions and energy use by reducing the number of single occupancy trips. The $3.6 billion is to be distributed by formula, based on population and fare-box revenue, to transit operators for capital projects.

Senate Bill 88 was enacted August 24th, 2007, directing the Department to be responsible for implementation and ongoing administration of the program.
