ACTIVITY OVERVIEW
Projects funded under the Elderly Individuals and Individuals with Disabilities (Federal Transit Administration (FTA) Section 5310), Job Access Reverse Commute (JARC), and New Freedom Programs are required to be “derived from a locally developed, coordinated public transit-human services transportation plan” and the plan be “developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by members of the public (FTA Circular 9070.1).” The requirement was amended into Federal law through the passage of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and continues in the current legislation – Moving Ahead for Progress in the 21st Century.
Caltrans, Division of Mass Transportation (DMT) is the designated recipient administering the FTA Section 5310 program and the small urban and rural portions of FTA Sections 5316 and 5317. DMT is responsible for certifying that each project selected was derived from a coordinated plan and that the plans are developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by the general public.
