Local Assistance Procedures Manual—LAPM

The Local Assistance Procedures Manual (LAPM), originally released in February 1998 and reissued January 2006, describes the various procedures required to process Federal and State funded local transportation projects.

Please be aware of revisions to the content of specific chapters, according to the Division of Local Assistance Office Bulletins (DLA-OBs) and Local Programs Procedures (LPPs) referenced below. The DLA-OBs and LPPs are made available for historical reference and download at http://www.dot.ca.gov/hq/LocalPrograms/DLA_OB/DLA_OB.htm and http://www.dot.ca.gov/hq/LocalPrograms/lpp/lpp1r1.htm, respectively.

All electronic files on this page incorporate the most recent information issued as LPPs. However, some Chapters have been superseded in part or in whole by DLA-OBs which are noted, but not included in the Chapters below. Please read our DISCLAIMER.

The Local Assistance Procedures Manual may be obtained in three ways:

Option 3: Order hard coppies from Caltrans Publications Distribution Unit for $45 each while supplies last.

Downloaded files and their parts may be printed and distributed; however, their content may not be altered in any way. There is no charge for downloading these files.

Option #3- Order hard copies from Caltrans Publications Distribution Unit for $45 each while supplies last.As part of our “cost saving” and “greening” efforts, the Division of Local Assistance stopped distributing hard copies of LPPs on September 1, 2009. However, a limited number of LAPM and LAPG hardcopies are available from Caltrans Publications Unit at http://caltrans-opac.ca.gov/publicat.htm for $45 each while supplies last. These hardcopies are current as of July 31, 2009 and will not be updated when future LPPs become available.

The hard copy manuals are current up to LPP 09-02 issued on July 31, 2009.

To obtain the complete set of LPPs relevant to the Manual, contact the Local Assistance Manual Coordinator (David Saia) or download them. The Manual is not up-to-date unless all relevant LPPs are used concurrently with it. Electronic copies (available above) incorporate all changes contained in the LPPs. However, some Chapters have been superseded in part or in whole by DLA-OBs.
