The US Department of Transportation (DOT) Bonding Education Program (BEP) is a partnership with the Surety and Fidelity Association of America to help small businesses become bond ready. The goals of the BEP are to educate small business contractors about industry challenges and to assist participants in their efforts to obtain surety bonds, or increase their bonding capacity. The program offers unique workshops that apply to companies seeking transportation-related contracts, though any small business seeking public works projects will find it valuable as well. Participants will interact with service providers and bond producers and will learn how to conduct business with local, state and federal transportation agencies. Space is limited and all applicants may not be accepted into the program. A completed application form is required for participation. NO COST TO ATTEND! WEBINAR OPTION WILL BE AVAILABLE FOR BUSINESSES OUTSIDE THE AREA!

The workshops will provide hands-on technical assistance for on-the-spot online certification from the California Department of General Services. Information on State of California procurement opportunities will also be shared.

Here are some links to assist your company in becoming certified to do business with the State of California as a SBE, DVBE, or DBE.

Caltrans goal is to exceed the 25% mandate for utilization of certified small businesses, and 5% with Disabled Veterans Business Enterprises (DVBE) for all contracting and purchases.

  1. Must be independently owned and operated;
  2. Can not be dominant in its field of operations;
  3. Must have its principal office located in California;
  4. Must have its owners (or officers in the case of a corporation) domiciled in California; and
  5. Together with your affiliates, be either:
    • A business with 100 or fewer employees, and an average annual gross receipts of $14 million or less over the previous three tax years, or
    • A manufacturer with 100 or fewer employees.
