Q1) Why have you not provided a Bid Item and Quantities for Temporary K Rail and associated work to protect traffic after existing permanent guard rail and thrie beam barrier are removed? The performance of roadway excavation, HMA shoulder and new Type 60 series conc. barrier and concrete transitions installations cannot be done during available hours of lane closure(s). Since your documents do not provide enough working time to accomplish this improvement during one work shift, what were your expectations?
A1)The Department can not anticipate construction methods that the contractor will use to warrant Temporary Railing (Type K). The contractor is expected to bid to accomplish the required work within the available hours. The Department expects the contractor to maintain safety to the traveling public based on the Standard Specification 7-1.09 PUBLIC SAFETY. Standard Specification 83-2.01 should be adherred to with reference to Barriers.
