The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q1) Are there any cross-section plans for this project? If there are, will they be available at Stockton Blue?

A1) Yes, cross sections are now available at Stockton Blue, phone (209) 464-8724, and as specified in Section 5-1.13 "SUPPLEMENTAL PROJECT INFORMATION" of the Special Provisions: "Available at: http://www.dot.ca.gov/hq/esc/oe/weekly_ads/index.php." Cross sections (full size sheets) are also available for inspection at the District Office in Stockton, call (209) 948-7934 for an appointment. 9Nov10

Q2) What is the existing structural section for existing Santa Fe Grade Road and existing Wolfsen Road where we are to remove base & surfacing?

A2) No coring was done for the roadway sections in question, and as-built drawings are unavailable. Therefore, quantities of "Remove Base and Surfacing" will be determined from measurements taken at the site during removal. 17Nov10

Q3) Can additional cross-sections/plans be made available to accurately quantify structural cut/fill at Salt Slough BR, San Joaquin River BR, and San Joaquin River Overflow BR?

A3)No cut/fill cross sections are available at those locations. Refer to the contours shown on the Foundation Plan sheets for the referenced bridges (Sheets 65, 78, and 91 of the plans). 17Nov10

Q4) For Item No.41, Erosion Control (Hydroseed) (SQFT), on page nos. 95 and 96, what are the application rates for Fiber, Commercial Fertilizer and Tackifier for the first and third application of Erosion Control (Hydroseed)?

A4)No additional information will be provided unless an addendum is issued. Refer to Section 2-1.12B, "Bid Item List and Bid Comparison," of the amended Standard Specifications, which states, "Submit a bid based on the work item quantities the Department shows in the Bid Item List." 2Dec10

Q5) Organic Fertilizer is also listed in the application tables. Is Organic Fertilizer also required in addition to Commercial Fertilizer for Erosion Control (Hydroseed)?

A5)Refer to the answer to Question 4. If a change becomes necessary, it will be done by proposed Contract Change Order. 2Dec10

Q6) What is the Public Safety Plan? There is no description or scope in the special provisions.

A6)Refer to Section 10-1.37 "POLYESTER CONCRETE OVERLAY" of the Special Provisions. A public safety plan is required for placing a polyester concrete overlay. 6Dec10

Q7) What is the note Driveways (58) on Sheet 47 of 110 (Q-1). Does it mean that there are 58 driveways that need to be paved? We need to know the approx locations of these 58 driveways. Sheet 13 & 48 (C-3 & Q-2)show that 8 of these driveways require 870 SY of milling. We need to know how Caltrans arrived at 610 Tons quantity for these driveways. Please clarify.

A7) Yes, the note 'Driveways (58),' in "Roadway Quantities" on Summary of Quantities Q-1 (Sheet 47 of the plans), indicates that there are 58 private driveways to be paved along Route 165. Since the project is not surveyed (stationed) except at the structures, there was no meaningful, reproducible way to represent these driveways on the plans. The quantity of HMA (610 tons) was determined from the average size of the driveways (approximately 10 tons/driveway). Note that the cold planing locations in the tables on Construction Details C-3 (Sheet 13 of the plans) and Summary of Quantities Q-2 (Sheet 48 of the plans) refer to mainline Route 165 and 6th Avenue, not the driveways. 29Apr11

Q8)Does State have approval for contractor to work during flood season at 2 permitted locations? Does the permit allow a trestle be installed, can pile, cap and superstructure be constructed, and trestle be removed in the Nov-Feb timetable mentioned in Order of Work?

A8) Variances will have to be obtained from the Central Valley Flood Protection Board for any work outside their prescribed windows. Refer to the Central Valley Flood Protection Board permits in the "Information Handout" added by Addendum No. 3, dated April 5, 2011. Also, note that the second paragraph in Section 10-1.01 "Order of Work" of the Special Provisions has been revised by Addendum No.3. 3May11

Q9)New Structural Concrete, Bridge quantity appears to be overstated. Please comment.

A9) No further information will be provided. Please bid per the current contract bid documents. 3May11
