The BIDDER'S INQUIRIES & RESPONSES will be updated continuously with the last posting no later than 15:00 on Wednesday prior to the bid opening.

Caltrans District 11 Construction Department will post all of the questions submitted by any of the registered Planholders for that Contract, but reserves the right not to answer any questions deemed unsatisfactory for public viewing.

Plan Sheet / Specification Reference=Special Provisions Section 5-1.04 PUBLIC SAFETY contains the typical requirement that no work be performed within 1.8m of a traffic lane.

A substantial portion of this project is only 2 lanes.  How do you envision that a concrete pavement slab will be removed and replaced in one lane while traffic is traveling in the only other existing lane?  Obviously, the same question arises concerning dowels, grinding, and sealing joints.

Plan Sheet / Specification Reference=ITEM 45 DOWEL BAR RETROFIT SPECIAL PROVISIONS SECTION 10-1.29 DOWEL BAR RETROFIT

The first three paragraphs refer to a "pre-retrofit meeting".  The last sentence of the third paragraph states: "The Engineer will arrange for the instructor of the class."
Does not the juxtaposition of the bidding of the price for the work and the instructions on the requirements of the work seem to be reversed?  If Caltrans has an instructor who knows what Caltrans expects to see in the performance of this operation, why not provide the bidders with this knowledge before you ask them to commit to a unit price for performing this work?

  • Bid it as shown in the plans and special provisions.

Plan Sheet / Specification Reference=ITEM #45, DOWEL BAR RETROFIT SPECIAL PROVISION SECTION 10-1.29 "DOWEL BAR RETROFIT" 

PAGE 114, SUBSECTION HEADING: "CONSTRUCTION REQUIREMENTS" SUBPARAGRAPH 1a. Slot Cutting Sentences 4 & 5 State: "Slots shall not be cut more than four hours prior to concrete slot removal.  After initial slot cutting, no traffic shall be allowed over these cuts.

Throughout the subsection, the terms "slots", "cuts", and "saw cuts" are employed in such a manner as to be inconclusive to this reader. Does this specification mean that the initial SAW cuts be made not more than four hours prior to SLOT removal?  Does this specification mean that no traffic shall be allowed over SAWCUTS? ADDED LATER: SPECIAL PROVISIONS SECTION 10-1.01 ORDER OF WORK STATES: "DOWEL BAR RETROFIT SHALL BE PLACED WITHIN 3 DAYS OF SAW CUTTING" --- HOW DOES THIS JIBE WITH SECTION 10-1.29?

Plan Sheet / Specification Reference=ITEM 46, SEAL PAVEMENT JOINTS, SHEET 102. Q-8, QUANTITY BOX LABELED "SEAL PAVEMENT JOINT" STATES: ALL GROUND PCC AND ETW JOINTS (EXCLUDING ETW JOINTS WHERE A NEW SHOULDER IS CONSTRUCTED AND TRANSVERSE JOINTS WHERE DOWEL BAR RETROFIT IS CONSTRUCTED) 197,203 METERS

This would seem to indicate that the joint between the PCCP and the AC shoulder is to be sawn and sealed.  This is very unusual in California. 

  • Is that the intent? 
  • What construction detail is applicable?
  • Is the entire transverse joint where dowel bar retrofit is performed to be left unsealed? Is the language in the dowel bar retrofit section pertaining to sealing considered adequate to require sawing, backer rod, and sealant across the entire lane? 
  • If so, is the payment for dowel bar retrofit to be construed as the payment vehicle for such sawing, backer rod, and sealant?
  • Yes, the intent is to seal the joint between the PCC and the AC shoulder but there is no applicable detail available. 
  • Bid it as you see it.
  • Yes, the entire transverse joint of the lane where the dowel bar retrofit is to be performed shall be sawed and sealed.
  • Yes, the payment is included in Item 45.
  • Plan Sheet / Specification Reference=Special Provisions Section 5-1.04 PUBLIC SAFETY contains the typical requirement that no WORK be performed within 1.8 meters of a traffic lane.  Special Provisions Section 10-1.12 MAINTAINING TRAFFIC contains charts delineating "Multilane Lane Requirements" which set for the the requirement that a minimum of one lane of the existing two lanes (in each direction) of a substantial portion of the project be kept open at all times. 

    It would seem that these two requirements are mutually contradictory.  We have been told that the official interpretation of these requirements in this situation is that we are to take a portion (up to two feet) of the adjacent, in-use, traffic lane. We strenuously object to this interpretation as unrealistic and in callous disregard for the safety of our workmen, as they would be place in grave danger working within two feet of speedy public traffic, separated by nothing more than a traffic cone.  We request that this issue be re-examined and a better solution be achieved that will more provide better protection for the workmen. Please don't fall back on the pat answer "bid it the way you see it" as this is not a frivolous issue and deserves more consideration than that.

    Does chart #3 incorporate the work areas at Lake Jennings Park Road? Does chart #6 incorporate the work areas west of Fletcher Parkway OC?

    • Chart No. 3 will be modified to provide for the additional 1/4 mile needed WB.
    • Chart No. 6 will be modified to provide for the additional 1/4 mile needed EB.

    Is an ASTM-D3405, Hot Pour Sealant to be applied in all concrete joints?

    • In accordance with Section 5-1.04 of The Standard Specifications the Specials govern over the Standards and the Contract Plans.

    Is there any leeway for the tolerances for sawing the joints?

    • For tolerances not shown on C-4, use +/- 2 mm.

    This joint detail is for silicone material. note 4 refers to silicone joint sealant or as specified in the special provisions.  The special provisions specifically call for ASTM D 3405 Hot Pour Rubber. Which joint sealant shall be used, Silicone or Hot Pour?

    • In accordance with Section 5-1.04 of The Standard Specifications the Specials govern over the Standards and the Contract Plans.

    The spec indicates hand work for the pruning of oleanders. Will a boom mounted mower with a sickle attachment provide an acceptable finished cut?

    • Per Section 10-2.03 of the Special provisions the only acceptable method is by hand using loppers or hedge trimmers. A Cost Reduction Incentive Proposal may be submitted after bid in accordance with Section 5-1.14 of the Standard Specifications.
