Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

 Plan Sheet / Specification Reference=Item 5:TEMPORARY CRASH CUSHION (ADIEM-350), Special Provisions Section 10-1.49

The engineer's estimate shows 5 EA, but the staging plans call out for the use of only 2 at any given stage and the Specials state that "A move of the temporary crash cushion (ADIEM-350) will be paid for as extra work as provided in Section 4-1.03D of the Standard Specifications and the temporary crash cushion (ADIEM-350) will not be counted for payment in the new position." Is the engineer's estimate correct? 

  • No, the quantity shown in the estimate is incorrect. Adjustment to the quantity shall be handled in accordance with Section 4-1.03 of the Standard Specifications unless an addendum is issued.

 Plan Sheet / Specification Reference=Traffic Chart No. 13, Section 10-1.15 LATE REOPENING OF CLOSURES

Does the late reopening penalty of closures apply to this chart?

  • No, the LATE REOPENING OF CLOSURES penalty shall not apply to Chart No. 13 since this chart will be eliminated by CCO before the start of work.

 Plan Sheet / Specification Reference=Plan sheet 84 of 128

The plans show the relocation of sign structure no 4 on west bound 78.  There are no traffic charts that allow  the closure of west bound 78.  Will the be an additional chart to allow the  closure of 78 to do all this work?

  • For installation of Signs 1, 4 and 5 a traffic break by the CHP shall be allowed in accordance with Section 10-1.14 MAINTAINING TRAFFIC, paragraph 10 of the Special Provisions:
"Minor deviations from the requirements of this section concerning hours of work which do not significantly change the cost of the work may be permitted upon the written request of the Contractor, if in the opinion of the Engineer, public traffic will be better served and the work expedited.  These deviations shall not be adopted by the Contractor until the Engineer has approved the deviations in writing.  All other modifications will be made by contract change order."

In the opinion of the Engineer a minor deviation to perform a traffic break by the CHP for the final placement of the sign structures will better serve public traffic and also expedite the work. Written request shall be submitted to the Resident Engineer for approval of the traffic break plan.

There is a conflict between the diameter of the  sign foundation pile as shown on page 92 and the pile diameter as called out by  the post type and referenced to page 127 of the plans.  Under which item is  the incorrect pile size to be paid?

  • In accordance with Section 5-1.04 COORDINATION AND INTERPRETATION OF PLANS, STANDARD PLANS, AND SPECIAL PROVISIONS of the Standard Specifications: "Project Plans shall govern over Standard Plans; Standard Plans and project plans shall govern over these Standard Specifications; and the special provisions shall govern over both these Standard Specifications and the plans. "
The Special Provisions and project plans prevail with Item 52: 760 MM CAST-IN-DRILLED-HOLE CONCRETE PILE (SIGN FOUNDATION), bidding should be as 760 mm as per the bid item and plan sheet 92 of 128. Any change to correct the pile size and depth per the REVISED STANDARD PLAN to 920 mm will be done in accordance with Section 4-1.03 of the Standard Specifications. Changes to upgrade Item 53 to the REVISED STANDARD PLAN depths will also be done in accordance with Section 4-1.03 of the Standard Specifications.

 Plan Sheet / Specification Reference= Contract Item 73, Special Provisions Section 10-1.47, Standard Plan A76 and Contract Plan Sheets 2, 3, 10 - 17.

Please provide accurate pavement differential elevations for grades, eastbound and westbound, at intersection of concrete barrier face with finish pavement grade.  This is necessary to accurately determine concrete and rebar quantification and extent of lower #13 rebar stirrups required by Standard Plan A76, Note 9, where pavement differential is 305 MM (12") or greater.  Due to variable width and variable cross slope of asphalt concrete shoulders, and because no profile grades are provided for eastbound direction Station 10+07 to 11+73, accurate pavement differentials cannot be calculated.

Signs 4 and 5 are noted to " . . . extend piles to top of barrier."  Please clarify if the extension is to be within the upper pedestal portion of CIDH foundation (Standard Plan S-13, Section B-B), or is the extension to occur in the lower portion, (Section A-A on Standard Plan S-13.)

  • Per REVISED STANDARD PLAN S-13 the dimension for the pile pedestal (Section B-B) is given at 2.0 m, therefor the extension is within the CIDH pile (Section A-A). The note "LENGTH INCLUDES EXTENSION OF PILE TO TOP OF THE BARRIER " refers to the type 60E barrier for Sign No. 4 and type 60C barrier for Sign No. 5.

Request the State provide responsible full freeway lane closure period on Rte. 5 northbound.  Work required by Special Provisions for Sign Structure No. 1, cannot be performed safely and in workmanlike manner with only 10 minute traffic breaks.

Clarify the location of Type 60E Concrete Barrier.  New Sign #5 left leg is at Station 14+28.5 "SD 78 A."  No type 60E Barrier has been provided for at this location.

  • Correct, the plans show Type 60C. Any change to place Type 60E barrier shall be done in accordance with Section 4-1.03 of the Standard Specifications.

At what Stations will the full 9.8 M work area be available as shown in "Typical Section" sheet 53 and 54.  The cross sections and layout sheets apparently do not provide this information.
