Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

When is the work to begin?

  • The actual "First Working Day" may vary in average time from the bid opening date due to numerous factors in accordance with Section 3 and 4 of the Contract Special Provisions and Section 3 and 8 of the Standard Specifications (JULY 1999). Roughly the average time is approximately 4- 8 weeks from bid opening to first working day but close attention should be made to the contract requirements of the above Sections.

Do the meters really cost $24,600 each?

  • The cost for bidding purposes for furnishing and installing a water meter by the Otay Water District is $24,600.00 any price difference by the Otay Water District shall be handled in accordance with the requirements of Section 10-2.03 under subsection WATER METER.

What's the payment schedule for the meters? That is, when could we bill for the installation of the meters? Could we bill this upfront as mobe?

On the sheet I-2 (sheet 10 of 20) there seems to be a problem with the cross up in valves 2 and 3. Following the line in from the shrub bubbler head on the right, the line goes in to valve #3. Following the line out from valve #2 there is a cross over to the shrub heads on the left.  This merges the right center spray heads (11 and 12) with the shrub bubbler heads on the left.

  • Valve 1 goes to the #7, Valve 2 goes to the #8s at the toe of slope (at the back of the berm), Valve 3 goes to the protected #8's at the on the front of the berm, and Valve 4 goes to the c2 bubbler heads. There are only two valves servicing the c2 heads. Valve 4 services the east side ot the berm and Valve 6 services the west side of the berm (the cut off line is the last #7 head on the left middle of berm).

On the sheet IQ-1 (sheet 15 of 20) there are 80 plants for the total ‘C-2’ heads on system ‘B’. The actual plan shows 82 plants. Also, if the plan is to place two heads at each tree, why are the totals for each lateral odd?

  • C2 bubblers were called at to be 2 bubblers for #15 container and 1 bubbler for #1 and #5 tree/shrub (see note 10 on SD-1).
