The responses to bidder' inquiries, unless incorporated into a formal addenda to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on the day prior to the bid opening.

Question= THE QUANTITY SHEET FOR THE DOWEL BARS HAS A COUNT OF 20 BARS PER PANEL. SHEET P-8, TYPE I SHOWS 8 BARS PER PANEL. SHEET P10 IN TABLE A USES 12 BARS IN A 12FT WIDTH. PLEASE PROVIDE THE DETAIL SHOWING THE 10 BARS PER PANES AS INDICATED IN THE QUANTITY SHEET.

VISIT TO THE SITE REVELS THERE ARE NEW APPROACH SLABS WITH NEW JOINT
SEAL AT THE KITCHEN CREEK BRIDGE. IS IT THE INTENT OF CALTRANS TO
RE-REPLACE THESE SLABS? ARE AS BUILTS AVAILABLE FOR THESE NEW
SLABS? A CHANGE NOW WOULD ELIMINATE THE NEED FOR A CCO AND THE
PROBLEM WITH ADJUSTING THE B PORTION OF THE CONTRACT.

Question 1: This Chart is in conflict with the reconstruction work that needs to happen per the Stage Construction Drawings. The reconstruction, in both the Eastbound and Westbound Directions, has 2 stages of work each. Chart No. 5, under the remarks states that this chart is to be used a maximum of (1) time for each direction. Please clarify how stage 2 in both the eastbound and westbound directions is to be completed with one lane closure allowed in each direction.
Question 2: This chart, under the remarks, states that this closure is to be used for a maximum period of 60 continuous days only per direction. Once we clarify question 1 above, Does that work period cover both stages of work in both the eastbound and westbound directions or does it provide for two - 60 day durations per stage of work?
Question 3: This chart, under the remarks, states that each closure direction to be used seperately by the Contractor. Does that mean the Contractor cannot work in the Eastbound and Westbound directions at the same time? If the contractor is precluded from working both Eastbound and Westbound directions at the same time, this statement doesn't get you there. If it is the State's intention to allow the Contractor work in both directions at the same time, what does this remark mean???
Plan Sheet / Specification Reference= Item 28, HMAC, Section 10-1.27,sub section "MATERIALS", sub sub section "Aggregate", second paragraph states: "The aggregate for HMA Type A used as shoulder overlay must complly with 3/8 inch grading."
Question= Previous contracts (11-2M0804)involving an 0.1' cold plane and overlay have allowed, by addendum, the optional use of 1/2" grading aggregate in the shoulder overlay with a high quality finished product. Inasmuch as this is a QC/QA project, as well as an "A + B" project, with great responsibility for performance on the contractor, we request that the supplier be given the option to furnish material with 3/8" or 1/2" grading in order to achieve the best possible finished product at the most competitive cost to the State.
