The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on the day prior to the bid opening.

Plan Sheet / Specification Reference= We would like to do a SITE INSPECTION. When we went to the apparent entrance to the site off Crown Valley Road, the pipe gate was closed and locked with no apparent alternate entrances available.

Question= What arrangements can be made for a SITE INSPECTION by contractors?

  • Site will be open for inspection on Friday September 16 between 11 AM and 1:00 PM.

Plan Sheet / Specification Reference= Item 9 & Item 33, Develop Water Supply and Water Meter.

Question= Will the contractor be permitted to use water from the new water meter (Item # 33) for grading, dust control, irrigation, etc.? If so, what is the purpose of item #9 Develop Water Supply? Also, will Caltrans pay for water usage costs and service fees associated with Item #33 water meter?

  • No. Water from the Water Meter (Item #33); is only for work related to highway planting in accordance with Standard Specifications Section 20-4.06, "Watering". Develop water supply (Item #9) is intended for roadway excavation, dust control, or as needed for other project work except for Highway Planting related operations. Please refer to Standard Specifications Section 17, "Watering". Section 10-2.05, "Irrigation Systems", sub-heading "Water Meter", in the Notice to Bidders and Special Provisions book covers payment for Item #33, water meter. Water drawn from the water meter for Highway Planting work is paid in accordance with Standard Specifications Section 20-4.06.

Plan Sheet / Specification Reference= Item 12, HUMATE

Question= Does Humate material required for Item 12 need to be applied with compost (Item 17) and incorporated into the soil? Or is this item for furnishing humate material that is incorporated into the Item 18 Erosion Control (Polymer Stabilized Fiber Matrix) slurry mix?

 

  • Humate work not associated with erosion control (polymer stabilized fiber matrix) will be placed accordance with Section 10-1.12,"Erosion Control (Sequencing)," of the Notice to Bidders and Special Provisions book. Humate placed as part of Item #18 Erosion Control (Polymer Stabilized Fiber Matrix) will be placed and paid for in accordance with Section 10-1.13, "Erosion Control (Polymer Stabilized Fiber Matrix)," of the Notice to Bidders and Special Provisions book.
