in any way as a waiver of the provisions of Section 2-1.03 of the
Standard Specifications or any other provision of the contract, the
plans, Standard Specifications or Special Provisions, nor to excuse the

Caltrans District 11 Construction
Department has developed this method of answering Bidder's Inquiries to
better serve the needs of the Contractors who bid on our Projects.
Caltrans District 11 Construction Department will post all of the
questions submitted by any of the contractors that are registered
Planholders for that Contract, but reserves the right to not answer any
questions deemed unsatisfactory for public viewing.
The BIDDER'S
INQUIRIES & RESPONSES will be updated continuously and all attempts
will be made to do the final posting by 15:00 on the day prior to the
bid opening.

Plan Sheet / Specification Reference= Special Provision Section 10-1.19: Cold Plane Asphalt Concrete Pavement (Page 68) Question= This specification indicates that the contractor shall schedule cold planing activities to ensure hot mix asphalt (HMA) is placed over cold planer area during the same shift before opening to traffic. The process as decribed in the plans is to cold plane, install asphalt-rubber seal coat and then overlay with either RHMA-G or RWMA-G. There is no (HMA) that is placed after cold planing. Will this specification apply to this project? Will Caltrans require all operations described above to occur within the same traffic window prior to opening to traffic or can the contractor cold plane and cover with asphalt-rubber seal coat prior to opening to traffic and install the RHMA or RWMA at a different time in the project? This has a large impact on the durtion of days bid by the contractor.

Plan Sheet / Specification Reference= The 'Special Notices' for this project state 'work includes producing and placing rubberized hot mix asphalt (gap graded) and constructing on control section of RHMA-G and four test sections of RHMA-G mixed with different warm mix asphalt additives'. Question= If this project has been developed to evaluate warm mix asphalt why are only 'approved' products being specified? Will the foaming plants (Astec and Gencor) be permitted on this project? This would be a great opportunity to evaluate and test this technology.

Reference= Section 10-1.22 Construction - RHMA-G with WMA additive
production and placement: Question= This section states 'produce an asphalt mixture within the temperature range of 220 degrees F and 240 degrees F'. How will this be accomplished when the RHMA-G requirements for the mixing temperature of the asphalt rubber binder must be between 375 degrees F and 425 degrees F and the compaction temperature of the combined mixture must be between 290 degrees F and 300 degrees F? In addition, temperature for the testing the viscosity of the rubber blended oil is 375 degrees F. How is the supplier to lower the temperatures of the WMA to 220 and 240 degrees F with these requirements? Will there be an amendment to the specifications addressing these requirements?

2. How do you have a "Pilot" project with firm specifications? Isn't the idea to see if it works with higher and lower temps and to experiment to some degree under the State's direction?

sections of the fence?
