Plan Sheet / Specification Reference= Special Provision Section 10-1.19: Cold Plane Asphalt Concrete Pavement (Page 68)

Question= This specification indicates that the contractor shall schedule cold planing activities to ensure hot mix asphalt (HMA) is placed over cold planer area during the same shift before opening to traffic. The process as decribed in the plans is to cold plane, install asphalt-rubber seal coat and then overlay with either RHMA-G or RWMA-G. There is no (HMA) that is placed after cold planing. Will this specification apply to this project? Will Caltrans require all operations described above to occur within the same traffic window prior to opening to traffic or can the contractor cold plane and cover with asphalt-rubber seal coat prior to opening to traffic and install the RHMA or RWMA at a different time in the project? This has a large impact on the durtion of days bid by the contractor.

• During each work shift, all areas that have been cold planed shall be covered with asphalt rubber seal coat and RHMA/RWMA, as shown on the plans, during the same work shift.  Traffic shall not be allowed on the cold planed surface or asphalt rubber seal coat.
  

Plan Sheet / Specification Reference= The 'Special Notices' for this project state 'work includes producing and placing rubberized hot mix asphalt (gap graded) and constructing on control section of RHMA-G and four test sections of RHMA-G mixed with different warm mix asphalt additives'.

Question= If this project has been developed to evaluate warm mix asphalt why are only 'approved' products being specified? Will the foaming plants (Astec and Gencor) be permitted on this project? This would be a great opportunity to evaluate and test this technology.

Question= This section states 'produce an asphalt mixture within the temperature range of 220 degrees F and 240 degrees F'. How will this be accomplished when the RHMA-G requirements for the mixing temperature of the asphalt rubber binder must be between 375 degrees F and 425 degrees F and the compaction temperature of the combined mixture must be between 290 degrees F and 300 degrees F? In addition, temperature for the testing the viscosity of the rubber blended oil is 375 degrees F. How is the supplier to lower the temperatures of the WMA to 220 and 240 degrees F with these requirements? Will there be an amendment to the specifications addressing these requirements?

2. How do you have a "Pilot" project with firm specifications? Isn't the idea to see if it works with higher and lower temps and to experiment to some degree under the State's direction?

Question= Since Warm Mix Asphalt Rubber is being used for the Hot Mix, would Caltrans entertain the idea of using Warm Mix in the Asphalt Rubber for the chip seal portion of work?

Question= Is the intent to perform a unique mix design and JMF verification for each of the four WMA technologies and the RHMA for a total of five mix designs and five JMF verifications?

Question= The final draft Caltrans WMA specification includes the following, “Prepare samples in accordance with California Test 304. Cure samples in a forced air draft oven at 275 °F for 4 hours +/- 10 minutes.”  Should this be included in sample preparation for this project?

Question= In areas where existing asphalt concrete dike abuts rock, is the state willing to leave the dike in place?

Plan Sheet / Specification Reference= Pages 55-57 of the Special Provisions.

Question= The traffic charts on Pages 55-57 of the Special Provisions indicate that all freeway lanes and ramps must be open during certain portions of the mornings and evenings. Due to the remote job location and nature of the work, would the State allow 24 hour lane/ramp closures?

Question= Since this project is subject to Buy America requirements, will aggregate produced in and imported from Mexico be allowed to be incorporated within the project or will the only allowable aggregate be that which is produced in the United States?
         

• Aggregate produced in and imported from Mexico is considered an "off-the-shelf" item and is not subject to Buy America requirements and will be allowed on this project.
  

Plan Sheet / Specification Reference= Item #38- Chain Link Fence (TypeCL-4, Vinyl-Clad)4720 LF

Question= (1)Construction Details Sheet C-5 shows a detail of Chain Link Fence with 2 truss rods in between the posts. Posts are noted to be 8' apart maximum with a 2 3/8" Schedule 40 pipe sleeve in the post footing. The question is: will this 8' fence section be representative of the entire fence line or is it only in certain sections of the fence?

• Yes, the 8' fence section applies to the entire length of the fence.

Question= Specifications Section 39-1.03E states that the Engineer verifies the JMF from samples take from HMA produced by the plant to be used. Please verify that

a. one JMF is required for RHMA-G
b. one JMF verification will be required for RHMA-G
c. no separate JMFs or JMF verifications will be required for asphalt produced with warm mix technologies

• Mix designs for WMA are done independent of the additive. One JMF would cover all the R-HMA mixes, with or without additive.

Question=Where new AC Dike is to be installed-Will shoulder backing be required? if so, how will this work be paid? 

• Yes, dike backing will be required in accordance with Standard Plan A87B.  Payment for backing is included in the Item 28 per Section 39-5.02 "Payment".

Question= Will the contractor be required to verify the JMF five times including four times with the warm mix additives?

• One JMF will cover all of the R-WMA mixes since the mix designs for WMA are done independent of the additive.  This JMF will only need to be verified once.
