Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.

Question= Plan Sheet Q-7 Summary of Quantities denotes two areas as **FOR BALANCING THE EARTHWORK WITH IN PROJECT LIMITS.
Special Provision Section 10-1.36 states that Surplus excavated material shall become the property of the Contractor and shall be disposed of in conformance with the provisions in Section 7-1.13, "Disposal of Material Outside the Highway Right of Way," of the Standard Specifications.

Please clarify if the intent is to accomodate all excess material from earthwork operations with in project limits as stated on sheet Q-7 leaving no net import or export.

Question= Where on the plans is ADL is anticipated to be encountered? Where it is to be buried?
Please clarify the statement under Soil Handling stating...Surplus material excavated from areas containing aerially deposited lead shall remain in the area of soil disturbance. The surplus soil shall not be
disposed of outside the highway right of way.

Why is there not a bid item for handling ADL.

  • Per section 10-1.02, "Material Containing Aerially Deposited Lead," of the Special Provisions, Aerially deposited Lead will be encountered within 0.6 m of material in unpaved areas in the Highway Right of Way. This material shall not be disposed of outside the highway right of way and shall be disposed in areas where embankment is required. Compensation for handling Material Containing Aerially Deposited Lead shall be considered as included in the various items of work.

Question= The Specail provisions states a specified sum for 2 each water meters and the bid item indicates 3 each.  Please clarify if there is 2 or 3 meters and the total to be included for such meters.

Question= Can corrugated metal pipe be used for Steel Casing?

Question= Section 10-1.75 of the contract special provisions, Join Seal Assemblies (Movement Rating Exceeding 100 mm) states that “……cleaning and painting of all new metal surfaces of the joint seal assembly, except stainless steel and anchorages imbedded in concrete, may be substituted for galvanizing. Cleaning and painting shall be in conformance with the provisions in “Clean and Paint Joint Seal Assemblies” of the special provisions.” Section 10-1.90 of the contract special provisions, Clean and Paint Joint Seal Assemblies, references Section 59-3, “Painting Galvanized Surfaces” of the Standard Specifications. If a Joint Seal Assembly (Movement Rating Exceeding 100 mm) is galvanized, is it the intent of Section 10-1.90 that the surface also be painted and the requirements of Section 2-1.05 be submitted?

 

  • Reference Section 10-1.75, "Joint Seal Assemblies (Movement Rating Exceeding 100 mm)," of the special provisions.  Section 10-1.90, "Clean and Paint Joint Seal Assembly," of the special provisions only applies if cleaning and painting is substituted for galvanizing of joint seal assemblies (JSA's).  Proof of certification for painting JSA's, as required by Sections 10-1.90 and 2-1.05 of the special provisions is required if JSA's are painted.

Question= Will the Utilties on MMBM Line between Stations 443+00 and 444+00 (I.e. Gas Line, Fiber Optic, TV, Electrical near RW443R) be removed or relocated with the Utility relocation work for the lines described as "Transverse BR Line"?

Question= Can SDGE GAS and SDGE Electrical be scheduled for the same time
(at different locations) or ar they considered one Utility Owner?

  • For the purpose of scheduling, SDG&E underground utilities and SDG&E overhead utilities can be considered as separate owners.  Work by these two owners may be scheduled concurrently as long as the work is at two separate locations.

Question= It is unclear if the facing units for the geosynthetic reinforced wall need to be fully enclosed gabion baskets or if they can be "L" shaped wire facing units (also refered to as baskets).  Gabions have 4 sides: front, back, top & bottom.  The "L" shaped wire units have two sides: a front and bottom.  It appears the "L" shaped units are acceptable, but clarification would be appreciated.
