Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Plan Sheet / Specification Reference= Special provision section 10-1.01 "ORDER OF WORK" second paragraph, states "Attention is directed to "Migratory Birds"...of these special provisions...


Question= I find no "Migratory Birds" section. Where is that section?

  • The language addressing migratory birds is found in "Bird Protection" in the special provisions "Amendments to the Standard Specifications".

Plan Sheet / Specification Reference= Item 36, Remove concrete curb, plan sheet 95/172. Item 37, Remove Concrete (channel), plan sheets 44, 45, 61, & 62/172.


Question= It appears, from the quantity recap on sheet 95 and the bid item quantities, that item 36, remove concrete curb, only addresses the concrete curb to be removed on one of the four ramps(Encinitas). There are significant quantities of concrete curb to be removed at all four ramps. How are these removals to be paid?

Similarly, item 37, remove concrete (channel) only seems to cover the v-ditch removal at Birmingham and Santa Fe. There are significant quantities of concrete along the right side of the existing on-ramps that might be considered concrete curb or concrete channel dependent upon the observer. How is the removal of this existing feature to be paid?

  • Please Refer to Standard Specifications, in "Earthwork" under Section 19-2.08 "Measurement"; and also Standard Plan A62A. Note the "roadway prism".

Question=Are bid items 96 thru 106 (ramp metering and modify signals)
considered specialty items?

  • Section 5-1.055 SUBCONTRACTING of the AMENDMENTS TO THE STANDARD SPECIFICATIONS of the special provision requires at least 30 percent of all contract work be performed by the prime contractor’s own organization and eliminates the exception of specialty work.

Question= On the plans Sheet L-1 and L-3, the Rumble Strip is designated as a "rolled in rumble strip". In the special provisions section 10-1.43, the spec is written around a ground in rumble strip. Which one do you want?

  • The Rumble Strip is constructed by rolled-in methods in concurrence with the Plan Sheets, and "Summary" of Section 10-1.43, "Rumble Strip": "This work includes constructing rumble strips in the top layer of hot mix asphalt surfacing by rolled-in methods."

Question= Our takeoff for the combined excavation is over 100% greater than the bid qty..

The embankment however, is only 15% of the bid qty.

If you refer to the cross sections you can see that the grade typically is not being raised and in some cases is being lowered, leaving embankment very isolated.  We therefore cannot place the majority of the ADL onsite.  Please correct the two bid qty's and redirect how the ADL is to be dealt with.

(We do come close to your AC and Cl 2 qty's by the way.)

shoulder with 3" HMA. The Summary of quantities for Hot Mix Asphalt,
Misc Asphalt or the Stage Construction Quantities does not this work.
Where does temporary asphalt paving get paid.
