Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Question= The added paragraph to Section 2-1.03 Disadvantaged Business Enterprises, "Good Faith Efforts Submittal. Added paragraph: "The Department may consider UDBE Commitment of the 2nd and 3rd bidder when determining whether the low bidder made good faith efforts to meet the UDBE goal." The use of other contractors good faith to compare is a subjective standard and should not be used to determine whether the low bidder has made good faith efforts or therefore non-responsive.

Question= In consideration of the small quantity of structural steel and misc metal (restrainers) on this project, will Caltrans consider waiving the $5,000 or $8,000 shop inspection fee? Also consider the absense of welding (other than stud connectors)required for the structural steel.

Question= Can temporary wooden forms be attached to existing concrete deck with drilled inserts or PAT fasteners to form concrete infill over channel shapes indicated in Section S-S or R-R, or can metal forms be attached to channel shapes and left in place permanently for same?

Plan Sheet / Specification Reference= Section 10-1.27 that deals with HOT MIX ASPHALT.


Question= The only HOT MIX ASPHALT that I can find is on one of the bridges to be used for patching the top 3” of 16 holes of roughly 8” x 8” dimension. This yields less than 2 cubic feet of material. The quoted section reads like there is significant HOT MIX ASPHALT to be placed and does not exempt this 2 cubic feet from the Section 39 JMF ordeal by classifying it “MISCELLANEOUS” or “MINOR”. Unless there is a great quantity of HOT MIX ASPHALT to be placed somewhere else, this seems ridiculous. Also, there is no mention of method payment for this miniscule quantity of HOT MIX ASPHALT.

  • Minor HMA and HMA (Miscellaneous Area) are not appropriate for use within the travel way. The method of payment is specified in section 10-1.32 "Rapid Setting Concrete Patches" of the contract Special Provisions.

Question= AT THESE SECTION OR VIEWS THERE IS A CALL OUT FOR DRILL & BOND (CHEMICAL ADHEASIVE). NONE OF THESE SECTIONS INDICATE HOW DEEP TO DRILL. A DEFINITIVE ANSWER IS NEED, BECAUSE SCALING IS NOT ALLOWED.

 

  • For bidding purposes, assume a 12-inch deep hole.
