Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on the day prior to the bid opening.

Plan Sheet / Specification Reference= SPECIAL PROVISIONS SECTION 4 AND THE "BID" BOOK


Question= On previous projects bid on the "A" + "B" basis, the "COST PER DAY" dollar amount for TOTAL BID COMPARISON has been equal to the potential LIQUIDATED DAMAGES set forth in the referenced section 4. On the project, the "COST PER DAY" dollar amount is set at $5,000 per day and the LIQUIDATED DAMAGES are set at $10,400 per day. Is this intentional or an oversight?

 

  • The cost per day is $5,000 for this project. Per Section 8-1.07 of the amendments to the standard specifications, the liquidated damages are based on the bidder's total bid.

Question= 1. This plan calls for "Grind Existing Concrete Pavement" as well as "Cold Plane AC Pavement" for three locations, 1 NB (3,672.43 SY)and 2 SB (33,319.18 SY and 14,269.95 SY)with the exact same quantities. Is the intent here to cold plane ac pavement 0.20', then grind existing concrete pavement, then re-pave the area with 0.20' RHMA?

Question= The quantities for Cold Plane SY and RHMA tons do not compute. The Cold Plane SY on the NB side is consistently 5.6% less than the calculated LF x width and 82.3% less on the SB side than the calculated quantity. Is the length wrong or ??? The asphalt quantity is also off when calculated by the length and width of the shoulders. NB quantities are consistently 29% over the calculated quantity and the SB quantity is consistently 76% less than the calcualted quantity - please clarify.

Question=In the realization that this job has been postponed indefinitely, but not cancelled entirely; and with no knowledge of what prompted the postponedment, we ask you to consider establishing a 55 day delayed start of contract time after approval to make this consistent with most, if not all, recent A + B projects in the district. This delayed start feature allows the contractor and Caltrans to properly progress through the submittal and approval process in preparation for successful execution of a time critical, high pressure project.

Question= The Q sheet for the concrete slab replacement has s column for drill & bond tie bars. The pay for this is included in the slab replacement item. The standard plan on sheet 50 indicates for this type of panel replacement tie bars are not required. Will the tie bars be required to be installed on this project?
