Question=
In choosing a placement method for the Cement Treated Base, why did you select the one that is most applicable for CTB placed on an Airport Runway or under PCC Pavement on highway mainlines? CTB on city streets is placed most often by methods resembling method 3. This job is staged and cut up into tiny pieces on Miramar Rd. Would you consider Method 3 to save a little money and time and bring CTB placement on City Streets into compliance with the way it is placed elsewhere in the City of San Diego?

Specification Reference= Typical Cross Sections for "M" Line
Question=
Typical Cross Sec detail for Structural Section 5 appears to
indicate that CTB section is to extend / be placed under curb & gutter.
This is not standard for City of San Diego roadwork. Clarify if CTB is
to extend / be placed under curb and gutter in Section 5 areas.
Typical Cross Sec detail for Structural Section 4 and curb adjacent to
it. Appears the thicknesses are represented reversed for 4. But the
question is that it appears that the curb is to be installed on some
type of base section. Is the PCC Base layer to extend under the curb
when Section 4 is adjacent?
These items significantly effect cost to place CTB & PCC Base, as well
as excavation. Please review and clarify.

Question=Are there logs of test borings that can be provided, or
should it be assumed that the drilling will be in clean, dry & firm
soil?

foundations to be abandoned at 3' below grade, or removed completely.

Specification Reference= PLAN SHEETS 272,273,288; SPECIAL PROVISION SECTION 10-1.01: ORDER OF WORK relative to staging and falsework for bridge.
Question=
Plan sheets 273 and 288, staging of roadway work on ramps M-3R and M-7R, have notes stating:"THIS STAGE SHALL BE SET UP SIMULTANEOUSLY WITH WEST/EAST STAGE 3A AND BRIDGE DECK STAGE 3A". Plan sheet 272, "BRIDGE STAGE 3A", is the plan depicting the falsework construction for the bridge work. These notes, taken together, with Section 10-1.01 of the Special Provisions, ORDER OF WORK, which states (paragraph 19, page 47) "The work shall be performed in conformance with the stages of construction shown on the plans", with strict stipulations regarding contractor proposals to proceed with the work otherwise. As this is an A + B project, indicating a desire by Caltrans to finish the job as soon as possible, this seems to be an unnecessary delay in beginning bridge contruction which results in a delay in completion of the entire project, unless there is a sound, engineering basis for the delay based on information not available to the contractor. We suspect that the reason for this requirement is the lack of sufficient vertical clearance for bridge construction over ramp M-7R until it is constructed in its final configuration. Please confirm.
Plan sheet 273 addresses construction of Ramp "M-2RA" not "M-3R" and plan sheet 288 addresses construction of Ramp "M-6R" not "M-7R". The Contractor may
submit a proposal to proceed with work in subsequent stages if the work does not conflict with work in preceding stages per section 10-1.01 of the special provisions.

Specification Reference= SPECIAL PROVISIONS SECTION 10-1.03, WATER POLLUTION CONTROL
Question=
Paragraph 2, page 48, of this section 10-1.03 states, "Do not start work until: 1. SWPPP is accepted, 2. WDID is issued 3. SWPPP has been reviewed by the RWQCB. If the RWQCB requires time for SWPPP review, allow ENOUGH time for the RWQCB to review the SWPPP as specifiec under"Submittals" of these special provisions." Subparagraph "Submittals", page 49, same section, subparagraphs 1,2,& 3 contain language that seems to limit the total time for the Engineer's review to 20 days. However subparagraph 4 seems to grant the RWQCB an undefined review and comment period, after which the Engieer may request changes based to the SWPPP based on the RWQCB comments, with and amended SWPPP due within 10 days. The question is: On an A + B project with a stipulated dollar value of $14,400 per day for bid comparison and potentially as liquidated damages, how can the contractor simply allow "ENOUGH" time for the RWQCB review?

Question=
The very last page of the INFORMATION HANDOUT for this contract is a memo from Ncik Haigh, Senior Transportation Engineer, dated March 18, 2010 to Abdyl Malikyar./Ed Gajj, relating telephone conversations with an official of the City of San Diego Miramar Landfill (Harry Snowden) in which a commitment was made to accept up to 1,000 cubic yards of clean dirt per day. Now, Mr.Snowden's position is that the landfill cannot accept any guaranteed amount of clean dirt per day and dirt is accepted on an "as needed" day-to-day basis. Which condition should a contractor base a bid upon:guaranteed acceptance of 1,000 cubic yards per day; or day-to-day acceptance at the discretion of the landfill?

1- Ref Contract Items 34 and 147- Several locations of existing protective railing are either Single Thrie Beam Barrier or Bridge Approach Railing. Your layout plan and quantity summary callouts for work of removing existing, or installing new railing, incorrectly identify these as " MBGR" Removal or installations. Because the required work is of a different character we interpret that these errors will be corrected by CCO after award. Please confirm this interpretation, or provide corrections, by addendum to all bidders, before the bid date.

2- Ref Contract Item 156- Both plan locations calling for Type 60SC Concrete Barrier are unclear as to what your requirements for this work really are. Standard Plan A 76G requires certain details, which are dictated by the pavement vertical offset. The initial and revised cross sections available on your website for M 7R and M 3R stationing do not provide the information needed to comply with Standard Plan A 76 G. In fact those initial and revised cross sections indicate some unusual concrete barrier detail, apparently with a bellow grade footing. We interpret that these ambiguities will be corrected by CCO after award. Please confirm this interpretation, or provide corrections, by addendum to all bidders, before the bid date.
