Please provide clarification if this work is to be included under this contract, and under what item it will be included.

Question= Before we installed the Rock Mulchs, do we need to excavate, subgrade and compact these areas?

  • Please refer to Section 10-1.22 "Rock Mulch" of the Special Provision "Prior to beginning rock mulch work, areas to receive the rock mulch must be cleared in conformance with the provisions in "Roadside Clearing" of these special provisions."

Plan Sheet / Specification Reference=Section 9-1.015 Final Pay Items

Question= With completion of our confirmation takeoff for the various items of work, in particular those indicated as FINAL PAY, we have found that the quantity for Bid Item 21 is grossly understated. Based on the Engineers Estimate for the Carporbrotus at the stated .30 meters on center (12" O.C. imperial), the approximate square footage can be interpolated based on triangular spacing of the plants resulting in a square footage of 707, 227 SF (65,703 M2). Our takeoff has indicated an are that is approximately 41% greater, and therefore the indicated FINAL PAY quantity will be low by an equal percentage. This is an extreme difference considering that this is a FINAL PAY bid item. The calculated unit price will have to be very much inflated.
Will the Department please clarify your position on this discrepancy!

Question=To clarify, since the Federal Prevailing Wage Schedules do not contain a classification for a Landscape Maintenance Worker, and even though the State Prevailing Wage Schedules do, this State Classification cannot be used, and Contractors must use the full laborer wages (the higher of the two) when calculating labor used for the Plant Establishement (Maintenance).
Is this correct?

  • Yes, the contractor must pay full (journeyman) laborer wages. The State prevailing wage determination would be for Landscape Irrigation Laborer. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors must not pay less than the Federal minimum wage rate that most closely approximates the duties of the employees in question.

Question= 1-  In the section Weed Germination of the Special Provisions (p 69) it states, that 'Weed germination shall be performed within all irrigated planting and erosion control (Type D) areas.' Erosion control area shown on PP-13 & 14 (Sheet No. 34 & 35 of 93) does not have new and/or (E) irrigation. Does the Spec. for 'Weed Germination' incl. this area?

Question= 2-  In the section Plant Establishment Work of the Special Provisions (p 71) it states, that 'Weeds within erosion control (type D) areas shall be killed ...'. Typically wildflower seeded areas need to be mowed at least once per season, or even more when irrigated. There is no requirement for mowing for any of the seeded areas. Please confirm, that no mowing is required.                                                                                            

  • No Mowing is required. Weeds within erosion control (Type D) areas shall be killed with spot herbicide treatment. See Section 10-2.04 paragraph 6 under Plant Establisment.

Question=On page 72 Under Irrigation Controllers it is stated that the controllers will communicate with the CCU by radio and the CCU will communicate with the base station by dial-up phone, but there is no CCU listed in the equipment does this mean that the CCU and the phone service are existing?
