Question= In all cases, the inspection tubes are shown placed against the cage hoops with 75mm (3" clr.) spcing from adjacent vertical reinforcing bar.We understand that this conforms to Caltrans recently changed MEMO to Designers 3-1, which was amended back in December of 2008.  However, it does not met the Bridge Design Memo for 5" X 5" windows. One may argue that the inspect tubes are PVC and not steel, but they are both vertical members of the cage, which at as obstruction and restrict the follow of concrete to the outside of the rebar cage.
Therefore, will the PVC inspection tubes be allowed to be moved away from the hoops and vertical rebar and supported on "special" rebar chiars 3" clear from the vertical reinforcing bars?  This method has been the standard of practice and utilized in this District, successfully, over the past 5 years on numerous projects built in San Diego.  This project should be no different.

• Special Rebar Chairs will be allowed by written approval from the Engineer.

• Since the inspection pipes are shown schematically on the plans the following condition applies per Section 10-1.65 PILING of the Special Provisions (on page 212) under subsection: Acceptance Testing and Mitigation

            "The following additional requirements apply if inspection pipes are not shown on the plans:

D.    Where the dimensions of the pile reinforcement do not permit inspection pipes to be placed per these requirements, a
    plan for tube placement shall be submitted to the Engineer for approval in the Pile Placement Plan with a request for

Plan Sheet / Specification Reference= Bid Items #163 Pipe Casing (Bridge) Linings and Coatings
 

Question= I have noted that you are asking to use AWWA C213 for lining and casing . C213 is fusion bonded epoxy (Paragraph 10-1.51, page 80)
Also the same specification refers to Section 70-1.02B of the Caltrans Standard Specification. Section 70-1.02B has a coal tar (AWWA C203) requirement for linings and coatings.
All past Caltrans project were specified with Coal Tar (C203) lining and coatings and an extra overcoat of Cement Mortar Coating (per AWWA C-205)
1) Please confirm that the project specifications are correct and C213 is not a typo error.

• Please refer to Section 10-1.77 "Welded Steel Pipe Casing (Bridge)" of the special provisions and bid per the contract documents.

2) The C214 (tape wrap) alternate coating to C213 is an 80 mills three layers tape which can be easily damaged during shipping or installation. Most of the specifications require an extra overcoat of Cement Mortar Coating (per AWWA C-205) as protection.
Please review and advise.

•  There is no requirement on minimum wall thickness for these casings.   The contractors shall bid these items based on the constructability of the CIDH concrete piles.

Question=

1) With regards to the answer to bid inquiry #65, when will the determination be made by            
  the engineer to lower the permanent steel casing?      

• The determination will be made by the Engineer to lower the permanent steel casing during the placement of casing.
  

2) Will the contractor be compensated for standby time related to waiting on longer casing 
   and modifying the rebar cage for the added length of the CIDH piling if the casing is lowered?

• Please refer to "Measurement and Payment (Piling) on page 218, under Section 10-1.65 "Piling," of the special provisions.

3) Will the added quantity of CIDH concrete piling be compensated based on bid unit pricing?

Question= Is the State aware if anyone in District 11 has been successful in obtaining mix verification for same mix and Section 39 requirements as this project specifies using an on-site plant?
Likewise, is the State aware of any fixed plant site in District 11 having achieved mix verification for mix required by this contract?
The question is posed whether that plant be supplied with aggregate materials from a local manufacturer or with materials extracted on-site on any previous or current projects.
If the answer is yes, please clarify project receiving mix verification.

Plan Sheet / Specification Reference= Bid items #109, 110, & 111, Special Provsisons sheet 180..."Casings"

Question= Permanent casings are to exterior surfaces coated per ANSI/AWWA C213 or 214.  What is the pruposes of this?  How does the State expect this to work if the casings are Oscilater or Vibrated in place?

• No, Section 10-1.51 WATER SUPPLY LINE (BRIDGE) as shown on sheet 180 of the Special Provisions does not apply to Items # 109, # 110 and # 111. Please refer to Section 10-1.65 PILING of the Special Provisions.  

Plan Sheet / Specification Reference=

Question= The staging plans do not appear to cover any of the overlay on the existing SR76.  When is this overlay to occur? Will it all be at the same time?

• Due to the Design Sequencing bid process there will be no further information provided before bid opening. Bidders should base their bids on work shown on the plans and/ or defined in the special provisions that is quantifiable.

With regards to the response to bidder’s inquiry #37, we were notified by the Geotechnical Services File Room that all geotechnical information had been made available to bidders. We then received an email dated 10/23/09 stating that additional records may also be available for viewing in Sacramento.  Is Caltrans going to postpone the bid date to allow bidders to schedule visits to view and analyze this additional information prior to bid time?  Please advise.

• No. The bid opening will not be postponed.
• Section 2-1.03 of the Standard Specifications, paragraph 4 states:
  · Inspection of the records of investigations and project records may be made at the office of the district in which the work is situated, or in the case of records of investigations related to structure work, at the Transportation Laboratory, Sacramento, California. The records of investigations and project records are not a part of the contract and are available solely for the convenience of the bidder or Contractor.
• Only the bidders know what information they would like to see and might be of any importance in aiding them with their bid estimates.
  The contract documents do not require the State to respond to any and all vague and burdensome requests. The contract documents do not require the State to copy any and all documents it may possess and provide them to the Bidders on demand. If a bidder does want copies of any specific documents the State may possess they may request in writing to come to the Transportation Laboratory to inspect records of investigations or rely on the California Public Records Act (CPRA), the request must be specific as to which records they want. The CPRA, clearly states that vague and burdensome requests may be denied.

• Please bid per current contract documents.

Plan Sheet / Specification Reference= # 200   Wildlife fence

Question= This fence is call out to be Chain Link & Toad Fence to be trenched and backfilled approx. 2' in the soil. The S.P. call for 6'high chain link fence & plan sheet # 140 calls for 10'high chain link fence what will be used?

• Section 10-1.99 CHAIN LINK FENCE of the Special Provisions states that the fence shall be Type CL-1.8 and Type CL-3.0.
  
• There is no item for Type CL-1.8.
  
• Item # 200 WILDLIFE FENCE is shown on Construction Detail sheet C-31 (sheet 140 of 1204), is 10 feet.
  
• 2.4 meters above ground + 0.6 meters below ground = 3.0 meters equals 8 feet above ground + 2 feet below ground = 10 feet.

Also calls to be painted Brown, will powder coated post & PVC chain link fabric be allowed?

• Please bid per the contract documents.

Does the Toad fence have to be brown?

• Yes, the permanent Arroyo Toad Fence shall be brown.

Plan Sheet / Specification Reference= Item 106 through 108, CIDH Concrete Piling/San Luis Rey River Bridge and Ostrich Farm Creek Bridge Piers.

Question= The foundation report states that the rock strength data could be viewed in Sacramento with the rock cores.  Although requested at the time of viewing the rock cores, they were ultimately made available through the bidders inquiries.  Can the additional records referenced in bid inquiry #81 also be made available through the bidders inquiries?
