that all these agreements have been executed by both parties. Please
confirm.

  • JUAs and CCUAs are executed after relocation of the facilities. 
  • No new easements are required for this project since all utilities will be within the Right of Wayfor the new highway facility.
  • Encroachment Permits are being processed to meet the construction schedule. 
2) Have all the fees been paid?
  • State mandatory utility relocation is exempt from Encroachment Permit fees.

Question= At the Pre Bid meeting Caltrans indicated that a limited NTP
would be granted for mowing and clearing prior to all the necessary
submittals and schedules being approved so that clearing and mowing
could be completed prior to 2-15. Please confirm.

  • Yes, a limited Notice to Proceed (NTP) will be granted to CHAIN AND MOW provided the following information is submitted and few conditional changes pending.
1) The CPM Schedule for the Initial Bid Package (IBP) must be submitted and conditionally approved.
2) The SWPPP Submittal for the IBP plans must be submitted and conditionally approved.
3) A SWPPP Submittal is not required for CHAIN AND MOW of the IBP area but a commitment to place BMPs as necessary during the operation based on the current field conditions at the time will be required.
4) A SWPPP Submittal is not required for CHAIN AND MOW of the Sequence 1 and 2 area but a commitment to place  BMPs as necessary during the operation based on the current field conditions at the time will be required.

Question= Temporary Water Diversion section requires the contractor to
submit a Hydraulic Analysis for the San Luis Rey River prior to any
diversion work. Does this analysis need to include the 562 sq miles
alluded to at the pre bid or just sufficient for the contractors work.

  • The exact quote was from Section 5-1.08 SUPPLEMENTAL PROJECT INFORMATION: Item U. Missive for Thalweg, dated July 1, 2009. "The San Luis Rey River extends over 55 miles across northern San Diego County forming a watershed with an area of approximately 562 square miles." Yes, the watershed/ defined drainage basin area should be addressed in the Analysis. The flow rates provided in the Missive should also be used to understand how the work area could be impacted by historical flow patterns when preparing the Analysis.

Question= "Federal conformity regulations require analysis of construction impacts when construction activities would last for more than 5 years. The proposed project would last less than 5 years; therefore, no quantitative estimates of regional construction emissions have been made." (Final Environmental Impact Report/ Environmental Impact Statement State Route 76 Melrose to South Mission San Diego County, 3-183, 2008). Are the impacts associated with operating an asphalt or a concrete plant within the right-of-way included in the exclusion for analysis of construction impacts for projects of less than 5 year duration?
  • Per 40 CFR 93.123, analyses are not required to consider construction-related activities which cause temporary increases in emissions.  Temporary increases are those which occur only during the construction phase and last five years or less at any individual site.
May a contractor set up and operate an asphalt or concrete plant within the right-of-way without further analysis of potential impacts?

  • Yes, since the temporary impacts are excluded. Site specific location requests shall be in conformance with the requirements of the contract plans and specifications, attention is directed to the provisions in Section 7-1.01 "Laws to be Observed", of the Standard Specifications.

Question= The Special Notices state: “The Department is implementing new Disadvantaged Business Enterprise requirements for Underutilized Disadvantaged Business Enterprises (UDBE). Section 2, "Bidding," under subsection titled "Disadvantaged Business Enterprises" and Section 5, "General," under subsection titled "Performance of UDBEs" of these special provisions cover the UDBE requirements.” In Section 2 “bidding” there is not a subsection titled “Underutilized Disadvantaged Business Enterprises”; In Section 5 “General” under subsection titled “Performance of UDBEs” It states: “UDBEs must perform work or supply materials as listed in the Caltrans Bidder - UDBE - Commitment form specified under Section 2, "Bidding," of these special provisions.” Section 2 Bidding contains no information regarding the Caltrans Bidder – UDBE – Commitment Form.  In the Bid book the Caltrans Bidder – UDBE – Commitment states: “This information may be submitted with your bid proposal.  If it is not, and you are the apparent low bidder or the second or third low bidder, it must be submitted and received as specified in Section 2 of the Special Provisions.”  Again, these requirements are not addressed in Section 2.  Please provide Section 2 Bidding requirements for UDBE.

Question= The Director and County Counsel for the San Diego Air Pollution Control District (APCD) interpret the regulations for the use of portable equipment (crushers, screens, asphalt, and concrete batch plants) registered under the statewide PERP program as an absolute 12 month limitation for their use on any site ("Any engine or equipment unit such as back-up or stand-by engines or equipment units, that replace engine(s) or equipment unit(s) at a location, and is intended to perform the same or similar function as the engine(s) or equipment unit(s) being replaced, will be included in calculating the consecutive time period. In that case, the cumulative time of all engine(s) or equipment unit(s), including the time between the removal of the original engine(s) or equipment unit(s) and installation of the replacement engine(s) or equipment unit(s), will be counted toward the consecutive time period", Regulation to Establish a Statewide Portable Equipment Registration Program, Section 2452(cc)(1), 2007). APCD has determined that the 12 month time limit begins the day the equipment arrives at the site and terminates 12 months later. APCD does not recognize the legitimate removal of portable equipment from the site (not for the purpose of circumventing the rules, id at Section 2452(cc)(3)) as the end of a consecutive 12 month period (The engine or equipment unit is not portable if...the equipment will reside at the same location for more than 12 consecutive months..., id at Section 2452(cc)(1)). Projects that last more than 12 months are considered a Stationary Source. Stationary sources require an Authority to Construct with a Permit to Operate (Air pollution Control District County of San Diego, Regulation II, Rule 10 and Rule 12, 2007). Furthermore, APCD has determined that the entire project would be considered as a stationary source because the construction project takes place on one or more contiguous properties under common ownership (id at Rule 12 20.1(c)(67), "Stationary Source means an emission unit...located on the same or contiguous properties and which units are under common ownership or entitlement to use").  Will a variance for the use of portable equipment, for more than 12 months, be made available to the contractor or will the contractors have to apply for a Permit to Operate if their equipment is on the project for more than 12 months?

  • No, the State cannot apply for a variance for the contractors equipment. Contractors may apply for a variance based on their equipment and proposed length of use.

Please confirm that the 10% UDBE participation is a goal, as is stated in the special provisions, and not a requirement?

Question= We are seed suppliers of Native seed in California. I am trying to give prices and seed availability to my customers, who sub-contract the erosion control for this project.
This question pertains to page 166-167. The plans indicate 47 hectares for erosion control type D seed mix, but the pages list 3 different seed mixes under that category. (Seed Type 1, 2, & 3) I need to know the area size for each of these seed mixes so I may determine the amount of seed that would be needed for each mix.
You may either let me know in total Kgs per mix or total hectares per mix.

  • DS 26B is within Sequence 2, the DRAINAGE PROFILE shall be provided per Section 1 of the Special Provisions 70 days after delivery of Sequence 1. The drainage system is shown on the DRAINAGE LAYOUT D-8 (sheet 281 of 1204). This is still under design review and study and it will be updated once design is completed.

Plan Sheet / Specification Reference= Storm Drain Issues. Please clarify and revise accordingly

Question=
    1. System 70 a & b plan & profile do not match the quantity sheet.
  • System 70 A and B within Sequence 1 were still under study during time of submittal. This system will be revised once the study and design is completed
2. System 96 has two O designations on the plan sheet. Is the O that crosses Hwy 76 suppose to be the ad removal. If so it would appear this could be abandoned rather than removed is that possible?
  • The existing system that crosses 76 is part of system 96 within Sequence 3.  This system is still under study and updated information will be provided once design is complete.
3. System 97 shown on D-27 and DP-57 do not completely match. DP-57 has no profile information. Please provide.
  • system 97 within Sequence 3 is still under design review and study and it will be updated once design is completed
4. System 102 DP-61 (f) appears to be an in correct size.
  • System 102 is within Sequence 3.  Element f is tentatively being proposed to be revised to be a 25.74m of 600 mm RCP. The final details will be made more clear with the release of the sequence 3 plans
5. System 110 plan sheet D-31 & 32 do not completely match the profile sheet DP-66. Plan sizes are called out that are not on the Q Sheets or Bid Schedules as well as structures are shown and not called out.
Please revise the quantities for this system.
  • System 110 within Sequence 3 is still under design. An update of this system will be provided once the design is completed.
6. System 116 DP- 70 indicates the material under the existing pipe is to be removed and recompacted. Is this correct?
  • This is correct, the soils are unsuitable (duff) per Geotech recommendations and it will be required to be removed and recompacted, approximate limits shown on profiles.
7. System 30 DP-19 calls for 1500 mm RCP. There is no bid item for that pipe size.
  • System 30 is indeed a 1500mm pipe and has been incorrectly identified and shown on the quantity sheets as 1200mm pipe. The quantities were not updated prior to submittal and the quantity revision will be made as part of a subsequent sequence.
8.There seems to be a significant difference between the culvert removal called out,the Bid Sheet, the plan sheets, the profile sheets and the Q sheets.
  •  All plans/quantities will be verified prior to the release of future sequences as that design finalizes.  Systems in the IBP should be accurate and other systems outside of IBP may vary.
9. The Q Sheets for 1200 MM pipe do not necessarily match the plan call outs please clarify.
  • Please be more specific to which systems that you are referring to.  It was noted in questions 7 above that the quantities for the 1500mm pipe for system 30 were quantified as 1200 mm pipe.  This will be updated on future submittals.
10. It appears Bid Item 160 Q sheet does not match the plans for System 51.
  • System 51 is an existing system that requires that the 450 mm pipe be removed only.  There is no new pipe installation and the figure on sheet DQ26 showing 13 M of 450 MM CSP is incorrect.
11.Some of the 600 MM pipe is shown on the plan sheets as CSP while the Q sheets call it out as APC which is correct. The Bid sheet will be affected.
  • The Q sheet is the signed sheet and is correct.

12. Bid Item 169 does not appear to be a correct quantity.

  • Bid Item 169 is 900 mm RCP Riser.  This quantity will be updated on future submittals.

Question= Bid Item # 48 Cold Plane Asphalt Concrete Pavement has a quantity of 24,100 M2, Plan Sheet 869 provides a summary with the locations for the Cold Plane Work. Can you please provide the Cold Plane limits from station 181+60 to 193+00, and also from 203+50 to 207+00. The Layout Sheets don’t show the Cold Plane limits matching the quantities shown on sheet 869 for the mentioned stationing.
  • On sheet No. L-20, L-21, L-22, L-23, L-24, L-29, and L30 there are portions of the existing highway that will remain in place. The cold plane and overlay areas are actually referring to proposed work on existing SR76 that will remain in place. The cold plane areas are not shown on the plan sheets and will be added as part of a subsequent sequence. However, the quantities are listed for anticipated resurfacing work on the existing roadway before it's turned over to the County.

Question= On sheet 203 of Special Provisions, it states that CIDH piling with a diameter greater than 2400mm shall conform to the requirements in "Mass Concrete for CIDH Piles" of these special provisions.  Does this include 2400mm diameter piles?...Or only piles larger than 2400mm? The way this is currently written, we would only apply the "Mass Concrete" requiremtns to the 2700mm portion of CIDH piles at Piers 4, 5, & 6, which are encased in permanent steel casing. Is this Caltrans intent?

Plan Sheet / Specification Reference= Bid Items #100 thru #111, CIDH Piles rebar cages.  Contract plan sheets 1107, 1113, 1114, 1115, & 1193.

Question= The current rebar cages for the CIDH piles for this project do not met Caltrans current Bridge Design criteria for reabr window spacing. The design requirement calls for "clear spacing of at least five times the size of the maximum course aggregate, but not less than 5 inches clear (5" X 5"). The current rebar cages must be address to avoid resticting the flow of concrete to the outside of the cage.  If not, it may result in anomaly readings during the GGL testing, which would be the responsibilty of the owner if left unaddressed.
The follwoing rebar cages have clear spacing issues;
San Luis Rey River Bridge:
1. Plan Sheet 1107,Abutment 1, 1.2M CIDH piles; Hoops @ 100mm

Plan Sheet / Specification Reference= Bid Items #100 thru #111, All CIDH Piles rebar cages. Contract plan sheets 1107, 1113, 1114, 1115, & 1193.  Location of PVC Inpsection tubes.

Question= In all cases, the inspection tubes are shown placed against the cage hoops with 75mm (3" clr.) spcing from adjacent vertical reinforcing bar.We understand that this conforms to Caltrans recently changed MEMO to Designers 3-1, which was amended back in December of 2008.  However, it does not met the Bridge Design Memo for 5" X 5" windows. One may argue that the inspect tubes are PVC and not steel, but they are both vertical members of the cage, which at as obstruction and restrict the follow of concrete to the outside of the rebar cage.
Therefore, will the PVC inspection tubes be allowed to be moved away from the hoops and vertical rebar and supported on "special" rebar chiars 3" clear from the vertical reinforcing bars?  This method has been the standard of practice and utilized in this District, successfully, over the past 5 years on numerous projects built in San Diego.  This project should be no different.

  • Special Rebar Chairs will be allowed by written approval from the Engineer.
  • Since the inspection pipes are shown schematically on the plans the following condition applies per Section 10-1.65 PILING of the Special Provisions (on page 212) under subsection: Acceptance Testing and Mitigation

            "The following additional requirements apply if inspection pipes are not shown on the plans:

D.    Where the dimensions of the pile reinforcement do not permit inspection pipes to be placed per these requirements, a
    plan for tube placement shall be submitted to the Engineer for approval in the Pile Placement Plan with a request for

Question= I have noted that you are asking to use AWWA C213 for lining and casing . C213 is fusion bonded epoxy (Paragraph 10-1.51, page 80)
Also the same specification refers to Section 70-1.02B of the Caltrans Standard Specification. Section 70-1.02B has a coal tar (AWWA C203) requirement for linings and coatings.
All past Caltrans project were specified with Coal Tar (C203) lining and coatings and an extra overcoat of Cement Mortar Coating (per AWWA C-205)
1) Please confirm that the project specifications are correct and C213 is not a typo error.

  • Please refer to Section 10-1.77 "Welded Steel Pipe Casing (Bridge)" of the special provisions and bid per the contract documents.

2) The C214 (tape wrap) alternate coating to C213 is an 80 mills three layers tape which can be easily damaged during shipping or installation. Most of the specifications require an extra overcoat of Cement Mortar Coating (per AWWA C-205) as protection.

With regards to the response to bidder’s inquiry #37, we were notified by the Geotechnical Services File Room that all geotechnical information had been made available to bidders. We then received an email dated 10/23/09 stating that additional records may also be available for viewing in Sacramento.  Is Caltrans going to postpone the bid date to allow bidders to schedule visits to view and analyze this additional information prior to bid time?  Please advise.

 

  • No. The bid opening will not be postponed.
  • Section 2-1.03 of the Standard Specifications, paragraph 4 states:
    · Inspection of the records of investigations and project records may be made at the office of the district in which the work is situated, or in the case of records of investigations related to structure work, at the Transportation Laboratory, Sacramento, California. The records of investigations and project records are not a part of the contract and are available solely for the convenience of the bidder or Contractor.
  • Only the bidders know what information they would like to see and might be of any importance in aiding them with their bid estimates.
    The contract documents do not require the State to respond to any and all vague and burdensome requests. The contract documents do not require the State to copy any and all documents it may possess and provide them to the Bidders on demand. If a bidder does want copies of any specific documents the State may possess they may request in writing to come to the Transportation Laboratory to inspect records of investigations or rely on the California Public Records Act (CPRA), the request must be specific as to which records they want. The CPRA, clearly states that vague and burdensome requests may be denied.
