APCD has determined that the 12 month time limit begins the day the equipment arrives at the site and terminates 12 months later. APCD does not recognize the legitimate removal of portable equipment from the site (not for the purpose of circumventing the rules, id at Section 2452(cc)(3)) as the end of a consecutive 12 month period (The engine or equipment unit is not portable if...the equipment will reside at the same location for more than 12 consecutive months..., id at Section 2452(cc)(1)). Projects that last more than 12 months are considered a Stationary Source. Stationary sources require an Authority to Construct with a Permit to Operate (Air pollution Control District County of San Diego, Regulation II, Rule 10 and Rule 12, 2007). Furthermore, APCD has determined that the entire project would be considered as a stationary source because the construction project takes place on one or more contiguous properties under common ownership (id at Rule 12 20.1(c)(67), "Stationary Source means an emission unit...located on the same or contiguous properties and which units are under common ownership or entitlement to use"). Will a variance for the use of portable equipment, for more than 12 months, be made available to the contractor or will the contractors have to apply for a Permit to Operate if their equipment is on the project for more than 12 months?

Does Caltrans really want a non industry standard painted chain link fence and accessories? Typicaly they go with a Class B bonded vinyl coated fabric, conforming to the requirements in AASHTO Designation: M 181. The post and accessories can also be vinyl coated.

Question= The current rebar cages for the CIDH piles for this project do not met Caltrans current Bridge Design criteria for reabr window spacing. The design requirement calls for "clear spacing of at least five times the size of the maximum course aggregate, but not less than 5 inches clear (5" X 5"). The current rebar cages must be address to avoid resticting the flow of concrete to the outside of the cage. If not, it may result in anomaly readings during the GGL testing, which would be the responsibilty of the owner if left unaddressed. The follwoing rebar cages have clear spacing issues; San Luis Rey River Bridge: 1. Plan Sheet 1107,Abutment 1, 1.2M CIDH piles; Hoops @ 100mm 2. Plan Sheet 1113,Piers 2 & 3, 1.8M CIDH piles; Hoops @ 125mm, with #7 bar ties, the clear spacing would be 4". 3. Plan Sheet 1114,Piers 4,5, & 6, 2.4M CIDH piles; Hoops @ 75mm, this leaves only 2" clearance between the hoops. 4. Plan Sheet 111,Piers 7, 8, & 9, 1.8M CIDH piles; Hoops @ 75mm, same as above. Ostrich Farm Creek Bridge 5. Plan Sheet 1193,Abutments 1 & 2, 1.2M CIDH piles; Hoops @ 100mm, again, not acceptable.

to bidder’s inquiry #37, we were notified by the Geotechnical Services

Room that all geotechnical information had been made available to

then received an email dated 10/23/09 stating that additional records
may also
be available for viewing in Sacramento.
Is Caltrans going to postpone the bid date to allow bidders to schedule
visits to view and analyze this additional information prior to bid
time? Please advise.
