Question= Do to some items in the scope of this project, it would be very helpful to get inside the building to quantify and gauge some of the tasks.  Can we set up a time and date to have access to the building and building site?

Question= Plan says; Existing clay tile roof to remain – inspect, patch and repair as necessary.   This is a very open ended requirement and there’s no way of knowing what the extent of the work is without climbing up on the roof and inspecting it. Does your insurance cover this for all the people that are bidding this job?  From the ground, the roof tiles appear to be okay, is there any work that we should include that is not visible from the ground? Also, the roof tiles appear to be very old, and an unusual size. If repairing is needed what tile should we use for as a basis for bidding? (I doubt this size is available at all).

• The area of the roof to be patched and repaired is after the removal of the vent pipe shown on A-301 Note 22 and the 2" waste down and vent up shown on P2.1 Note 1.
  
  

Question= The plans I purchased are not a true half size set of plans, and there is a huge lack of dimensions on every page. For example, sheet A-004, A-121, neither of these pages gives the size of the area that the pavers are being re-set We need either a true half size set of plans so that we can scale the dimensions or a plan that shows every dimension of the work. 

• The true scale shown on the plan sheet border, bottom center, can be used to scale the extent of the pavers to be reset.
  
  

Question= 1.    The Lead Paint Survey provided by JMR Environmental Services, Inc. identified various components (i.e. cabinets, doors/frames, windows/frames, trim, etc.) which tested positive for lead based paint. The majority of the listed components are scheduled to be demolished as part of this project. However, there appears to be three exterior doors which are to be removed and salvaged for re-use.
 
QUESTION: Is the intent of the project to remove only loose and flaky lead based paint on components scheduled for demolition? What is the extent of full removal (stripping paint to bare substrate) since this building is of historical significance?

  QUESTION: Should the lead based components remaining, be stabilized (loose and flaky paint removal) or should they be completely stripped? Can the items be catergorized by loose and flaky vice stripping abatement activities?

  3.    Since this building is classified as “historic”, can an inventory of those items/components deemed historic be provided?
   Your assistance in clarifying this matter is greatly appreciated.

• The plans and Special Provisions indicate which items/components are historic and are to be refurbished or preserved.  Bid it per the contract documents.

Question= Detail shows pavers as stacked 6” high where note says “Pavers Beyond”. What is this suppose to be? Are these pavers stacked like this?

• The pavers are not stacked.  The detail is showing the pavers as they slope up towards the concrete topping slab (A-121, note 9).  See A-121, A-201, Section 2, and A-601 detail 7.

Question= What is the “concrete topping slab”; thickness, color, finish and spec would be helpful. 

• Color and finish per sheet A-121, note 9.  Thickness is 3 ½" flush with interior finished floor elevation and sloped as stated on A-121, Note 9.  See the General Conditions and Special Provisions, Division 3 Concrete and Reinforcement.
  

Question= Note says “patch and repair concrete, match existing texture and color”. Please advise, what the existing is? This comment is repeated throughout these plans, it’s not possible to visit the site and expect to review every one of these “existing conditions” during a short scheduled appointment. Please explain exactly what we are matching, without saying match existing.

Question= 1     We assume since this is a State building that there aren’t any local building permits required? 

• A building permit from the City of San Diego will not be required.
  

2     Public Resource Code Section 21000 – 21176; Which part of this code “may be” applicable, as stated. I’ve read some of the code and I don’t understand what would be applied to this project, and where the cost would be?

• The reference to Public Resource Code is standard contract language in all Department contracts.  For this contract it is likely all environmental requirements were addressed in the environmental document and the contract special provisions.
  
  

Question= What are the dimensions for the Mobil Shelving system, the overall area where the system is going.  

• The Mobile Storage System (MSS) is to fit as shown on A-121.  Refer to A-005 for dimension of existing wall to be behind the MSS. 
  

Question= Is there a requirement for the General Contractor to provide a construction trailer, or office requirements for the inspector? 

• No.
  

Question= Display cases details shown on A-404 are not consistent with the elevation drawings. The configurations are different than the detailed elevation on A-404. I checked with www.displaycasedepot.com and they have a multitude of different display cases. Please provide the model and number of the cases that apply to this project.

Question= Where exactly is the rigid insulation suppose to go? The arrow reference looks like it points to the center of the rafter bay, but that wouldn’t be a normal installation?

Question= Your response to Bidders inquiry # 12 is not helpful. There is not enough adequate information provided to develop a bid price for this. The documents do not provide a clear understanding of the work. If we have missed something than please simply tell us what we missed? Otherwise; where is the rigid insulation installed, or is the requirement an error?

Question= What is the “Display  wall” called out on keynote # 8. Provide detail and elevation if this is something we need to include in the bid.

• Display wall is not a special feature and no additional information is needed.

Question= Re: Bidders inquiry # 11 response: The response does not adequately answer the question. What is the model number and make of the display cases? Contract documents do not have enough information to bid this.

• The Manufacturers listed in the special provisions are for reference only.  They are not intended to indicate a preference for a particular Brand or Model number.  Display cases shall be manufactured and installed as per the current contract documents.

Plan Sheet / Specification Reference= Addenda # 2, Page No. 1  Wage Rates                                 

Question= I’m not clear on which wage rate determination applies to this job; Page 2 of the contract documents refers to the California Department of Industrial Relations for determination, which means it’s State Prevailing Wage Rates.  Addenda # 2 refers to a “revision to the Federal minimum wage rates” which is different than State. Page 2 of the “Notice to Contractors” has not been modified, therefore this is a conflict.. 

•  Because Contract 11-264804 is a federal-aid project, either federal or state prevailing wage rates may apply. When there is a difference between the Federal prevailing wage rate and the State prevailing wage rate determined for similar classifications of labor, the contractor and subcontractors shall pay the higher of the two wage rates.

The Director of the Department of Industrial Relations determines State prevailing wage rates, which can be obtained by accessing the Department of Industrial Relations website at http://www.dir.ca.gov. Also find the predetermined increases applicable to each craft/classification. Click on the subheading of Statistics and Research, then General Prevailing Wage Determinations Menu (Journeyman). Finally, look for the location by county and/or region.

The Federal prevailing wage rates for this project are predetermined by the United States Secretary of Labor and are available through the US Department of Labor’s website at http://www.access.gpo.gov/davisbacon/ca.html Obtain federal wage rates that are in effect within ten (10) days of bid opening.

Plan Sheet / Specification Reference= 10 of 57 A-121,  10-05, pages 196-201,  Mobile Storage System          

Question= The specification under 10-05 and scaled plans (pg A-121) do not match.  Shelving size in spec is called out at 18”d, while plan A-121 shows scaled size at 12”d.  Also, shelving elevation is not clear (6levels at 13.5” centers will not fit in the specified height restriction).  Specification of ¾” shelving recess in carriage design is proprietary.  Can a clarification be provided on what shelving sizes are required?

• Mobile Storage System is to be sized as specified in the Special Provisions.  A total of 6 shelves including the bottom will fit within the specified height.  Please bid per current contract documents.

Question= Duty Senior, Dist 11, got some questions for you. On plans, security sytem, card access & communications request only conduit & pull ropes. Does this mean these systems are being done in-house or are they out for bid? Should they be included in my bid to you?
