use of information provided in the responses to bidder' inquiries is not
to be construed in any way as a waiver of the provisions of Section 2-1.03
of the Standard Specifications or any other provision of the contract,
the plans, Standard Specifications or Special Provisions, nor to excuse
the contractor from full compliance with those contract requirements. Bidders
are cautioned that subsequent responses or contract addenda may affect

Caltrans District 11 Construction Department
has developed this method of answering Bidder's Inquiries to better serve
the needs of the Contractors who bid on our Projects. Caltrans District
11 Construction Department will post all of the questions submitted by
any of the contractors that are registered Planholders for that Contract,
but reserves the right to not answer any questions deemed unsatisfactory
for public viewing.
The BIDDER'S INQUIRIES
& RESPONSES will be updated continuously and all attempts will be made
to do the final posting by 15:00 on Wednesday prior to the bid opening.

There appears to be numerous rock outcroppings within the limits of the work, especially, in the "R" line portion. Does the State anticipate blasting for this project, and if so, will this work be perfomed on force account if soils reports are not available?

PER REVIEW OF DOT MEMORANDUM DATED MARCH 22, 2000 (SR-76 CURVE REALIGNMENT), IT APPEARS THAT A CURSORY VISUAL EXAMINATION OF THE PROPOSED SITE WAS CONDUCTED PRIOR TO FEBRUARY 25, 2000. WITHOUT A THOROUGH SOILS REPORT, IT IS NEAR IMPOSSIBLE, TO GAUGE THE MAGNITUDE OF THE "LARGE GRANITIC BOULDERS" WHICH ARE REFERRED TO AS REQUIRING "SPECIAL HANDLING" IN THE ABOVE-MENTIONED DOCUMENT. AS OF THIS MOMENT, THERE ARE NO SPECIAL PROVISIONS, WITH REGARD TO SPECIAL HANDLING OF MATERIALS OR BLASTING, WHICH MIGHT BE NECESSARY IN ORDER TO COMPLETE THE ROADWAY EXCAVATION. IT IS REALIZED, THAT A SOILS REPORT DOES NOT GIVE A CONTRACTOR A 100% COMFORT LEVEL, BUT BY HAVING ONE, IT AT LEAST GIVES THE CONTRACTOR A LOGICAL STARTING POINT, ON HOW TO APPROACH THE TASK AT HAND. UNLESS AN ADDENDA IS ISSUED, WITH ADDITIONAL BIDDING INSTRUCTIONS ATTACHED, THERE IS NOT ENOUGH AVAILABLE INFORMATION TO BID THIS PROJECT WITHOUT ASSUMING UNNECESSARY RISK!
