Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

 Plan Sheet / Specification Reference=Item # 17 Remove Traffic Stripe ( Yellow ).  (See special Provisions Page # 94)

Has any decision been made as to the "Yellow Paint removal" Quantity which appears to be incorrect based on the fact that the median shoulders were repaved and (repainted with "lead free" paint last year). Additionally it does not appear necessary to remove the yellow lines since they will be behind K-Rail and would only need to be repainted at the end of the project.

  • Yes, the existing quantity of "lead" stripe removal shall be reduced by Addendum No. 1 and the existing "lead free" yellow stripe shall be covered with black when shifting the mainlanes.

Will Caltrans allow project, and therefore K-Rail, to be constructed in sections or phases so that access will not be limited and quantity of K-Rail required at one time will not be so great?

  • Per Addendum No. 1 the project shall be constructed in stages starting with the Southbound side, thereby reducing the actual amount of temporary k-rail brought to the project.

Portion of Addendum 1 regarding Section 10-1.01 "Order of Work" states southbound side must be complete prior to commencing work on the Northbound side. Will Caltrans also allow contractor to construct each side in sections thereby allowing better access, reducing K-Rail required, and shortening length of area without shoulder? 

  • No, the contract does not allow for staging in sections other than per Addendum No. 1. The public safety concern is to have a continuous construction zone without re-striping numerous times nor reduce traffic lane widths if there is no work being performed. Although it will be allowable to concurrently complete the southbound side while starting relocation of k-rail to the northbound side.
