Caltrans District 11 Construction Department has developed this method of answering Bidders Inquiries to better serve the needs of the Contractors who bid on our Projects.

The BIDDER'S INQUIRIES & RESPONSES will be updated continuously with the last posting no later than 15:00 on Wednesday prior to the bid opening.

Caltrans District 11 Construction Department will post all of the questions submitted by any of the registered Planholders for that Contract, but reserves the right not to answer any questions deemed unsatisfactory for public viewing.

Page 16, Section 5-1.15, Para 2, states "Portion of Site Investigation Report included in the Material Information Handout." Please clarify where this is located in the bid documents.
 
  • The "Materials Information Handout" was not mailed with the bid package, all information is available through the Duty Senior (619) 688-6635 at the Caltrans District Office located at 2829 Juan Street, San Diego.

Paragraph 5 outlines sta limits of lead removal but not width. Will removal to depth of .6 m be limited to areas outside of proposed paving? 
  • The width is given in Addendum No. 1, Section 10-1.215 MATERIAL CONTAINING AERIALLY DEPOSITED LEAD of the Special Provisions.
  • The depth of removal is 0.6-m unless reuse is specified per the CALTRANS VARIANCE FOR REUSE OF LEAD CONTAMINATED SOILS.

In shoulder areas where fill is > .3 m, will removal of lead material be required?
  • Per the CALTRANS VARIANCE FOR REUSE OF LEAD CONTAMINATED SOILS the materials may be reused as embankment for the shoulder widening, but must have a 0.3-m minimum cover of material.

Paragraph 11 infers all trucking & disposal costs of lead material will be paid as extra work, but paragraph 2 states surplus material shall become property of contractor. 
  • Trucking & Disposal as EW is deleted per Addendum No. 1, but surplus material is still the property of the contractor.

Will contractor be expected to overexcavate fill areas in an effort to bury material containing lead and then export non-contaminted overex'd material? 
  • Yes, overexcavation is the preferred method to allow placement within Location 1 and 2 as shown on the plans. Payment for overexcavation quantities "....shall be included in the contract prices paid for the items of work involved and no additional compensation will be allowed therefor.", per Section 10-1.215 MATERIAL CONTAINING AERIALLY DEPOSITED LEAD  of the Special Provisions added in Addendum No. 1.

Also, will state guarantee that material below .6 m designated as lead material removal depth is free of lead or other hazardous material?
  • Yes, according to Title 22 of the California Code of Regulations the soil below 0.6-m may be considered non-hazardous since the anticipated total lead concentration is less than 50 mg/kg and the material may be used in the embankment areas.
