The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Question=1) What are the allowed working hours for this project?
2) Are the Park & Rides to remain open to the Public during non-working
hours?
3) The coldplaning specification states that the paving shall be completed
within the same shift as the coldplaning.  Is this a necessary requirement
for this type of project?
4) The Provisions state that the outline of the asphalt concrete to be
removed shall be sawcut.  At the Contractor's option, will the State allow
removal by coldplane method?

Question=  1)- In general my question have to do with closing down the  parking lots during construction. There are no special lane closure charts or lot closures charts identifying closure hours or complete closure grouping of days , without this data may we assume complete closure is at our discretion and that 24 hr closure will be allowed during cold plan, exc-earthwork, concrete, paving and seal coat items of work.

2)- There are references to what is cold planned has to be paved in same shift but this would not apply because it is referencing highway lanes or freeway work and not parking lots.

  3)- FAslo, on page 145 slope protection of specs what would this refer to since we are basically removing surface, replacing and repaving.

Finally, when the 60 mm of existing AC is removed will caltrans come out and resurvey the parking lots to stablish new engr blue tops to regrade to or will we just have to brush the grade witting upper most surfaceand just rolling the area prior to paving versus ripping and recompacting the surface directly below the removed AC prior to paving 
 

  • Prior to placement of the new AC there shall be no loose material on that layer to recived the AC per section 39 of Std. Specifications 1999. Only 60 mm of existing AC is being removed and the same thickness placed back, thus no grade change. Therefore no surveying required. Should the contractor disturb the lower layer excessively due to his operation this layer needs to be corrected by the contractor to all requirements.
