are not a part of the contract and are provided for the bidder's convenience
only. In some instances, the question and answer may represent a summary
of the matters discussed rather than a word-for-word recitation. The responses
may be considered along with all other information furnished to prospective
bidders for the purpose of bidding on the project. The availability or
use of information provided in the responses to bidder' inquiries is not
to be construed in any way as a waiver of the provisions of Section 2-1.03
of the Standard Specifications or any other provision of the contract,
the plans, Standard Specifications or Special Provisions, nor to excuse
the contractor from full compliance with those contract requirements. Bidders
are cautioned that subsequent responses or contract addenda may affect
or vary a response previously given.
Caltrans District 11 Construction Department
has developed this method of answering Bidder's Inquiries to better serve
the needs of the Contractors who bid on our Projects. Caltrans District
11 Construction Department will post all of the questions submitted by
any of the contractors that are registered Planholders for that Contract,
but reserves the right to not answer any questions deemed unsatisfactory
for public viewing.
The BIDDER'S INQUIRIES
& RESPONSES will be updated continuously and all attempts will be made
to do the final posting by 15:00 on Wednesday prior to the bid opening.

Migratory Birds Question=This section states that no construction activities shall take place between Station 40+00 to 40+80 ("S" Line) between March 15 and September 15, the breeding season for the Least Bell's Vireo, to avoid impacts to the nesting birds. The Contract work is scheduled to start July 5, 2006, which is right in the middle of the stated dates above that we are not to work. The Order of work states that all ESA Fence, Construction entrances and K-Rail shall be in place prior to starting work. Would the ESA fence and K-Rail located within Station 40+00 to 40+80 would have to be installed after the Septmeber 15th date seperate from the rest of the project?

Obstructions Question= Question=This section states that the following utilities will be relocated during the progress of the contract. SDG&E for 45 WD and SBC for 90 WD. The utility facility will be relocated within the listed working days, as defined in Section 8-1.06, "Time of Completion" If we only have 70 WD for the entire project, how are these utilites to be relocated within our contract time? And how is the contractor supposed to get the project done if we have to allow and provide space onsite to SDG&E and SBC to relocate their utilites?
