SP, section 10-1.64 Arq Surface (Textured Conc)(Page 265) say that
architectural treatment on pilasters and sconces shall be paid under structural concrete, bridge.  On the other hand, SP, section 10-1.92, Concrete Barrier, say that concrete for the sconces and their arquitectural texture shall be paid under the various types of concrete barrier involved.  Under what contract item should concrete and arquitectural texture forsconces and pilasters be paid?

We are asking for a postponement of the bid date for a minimum of one month. With the addendums and postponement of Contract 11-080914, we have been unable to start work on this project. Also, the NCTD San Marcos Loop segment
is scheduled for release in two weeks.

The area where indicated by station that (leaded) yellow stripe-exists may have been repaved and repainted within the last 3-4 years, with non-leaded paint.  At least 90% of the N/B was repainted in the past year.  Please check and adjust Item #36 accordingly.

• The fee associated with the water meter should cover all costs for the water meter installation, wet tap and service lateral that extends from the water main.  The fee also includes a water capacity charge and all taxes.

Question=Is a temporary hi-line required after the city performs the cut and
plugs at both the Highland and Duenda bridge locations, and the existing
300mm water line is taken out of service at these two specific locations? If
so does the city perform this work for a fee (what is the fee amount), or
does the contractor perform the work?
 

• No temporary hi-line is required. All connections to existing water mains are to be done by the City.  Fee for cut and plug is $6,248.00, and fee for reconnect is $5,579.00 (SSP 10-4 connections to water mains).

Question=This section states that if birds are decected in adjacent habitat
the construction noise levels shall be decreased to 60 dbA, or the activity
shall be ceased.  If the activities are ceased, will this be considered a
right of way delay?
 

• No.

Question=There are no details shown on the Sign Plan Sheets S1-S15 (452-466).  Where and what sign go where?  There are also no Roadside Sign Quantities shown S17-S20.  What are these quantities and where are they located? 
There are no details shown for the Lighting and Sign Illumination and Fiber Optic Communication System Plan Sheets E1-E16.  Please provide drawings that show where the electrical systems are going?

• No. The State does not provide any borings for the cut slope areas on this contract. The contractors are allowed to explore the cut slopes on their own, through obtaining an encroachment permit. 

Question=RW 431R is shown on the layout sheets but there are no details or
quantities for this wall.  Does it exist, and if so, when will the design
sheets be sent out.
 

• The details are available as part of the Structural Plans for the Lake Hodges bridge.

The Contract documents indicate that groundwater measurements were taken in some of the borings yet the LOTB's do not show a groundwater elevation.  Where can the groundwater elevation data be obtained?
 

• The groundwater elevations are shown on the LOTBs, if encountered. 

It is requested that Caltrans provide copies of any and all Geotechnical or subsurface investigation reports, tests, logs, etc, that pertain to the soils that will be encountered at the above referenced project and the bidders evaluation of drilling productions, rock compressive strength, tests performed on any rock cores, etc, to include the following:

1.      Materials information reports, sheets, handouts, or memos; 
2.      Foundation informational handouts, reports, sheets, memos; 
3.      Geotechnical design reports; 
3.      Geotechnical baseline reports. 
It is understood that the project plans contain boring logs, and that rock cores can be viewed in Sacramento.  It is our intent to view the written reports and any associated test results that were generated in conjunction with the boring logs and core samples.

Question=In regards to design sequencing, is the 700 working days per the special provisions adequate for completion under normal working conditions?

Question=For RW's 435L, 435R, HV11L, and HV9L, there appears to be Buttress'; however, the spacing is not given.  What is the spacing?  Also, stations do not match with the lenghts of the Expansion Joints or the Lenght along LOL.  Please correct these.

Retaining Walls 413M, 416M have buttresses as shown on Plan Sheets 476-477.  However, Plan Sheets 488-489 do not qualify which buttress detail should be used at these two walls.  Please Clarify.

Please see Plan Sheet 478.  The RW footing for wall expansion joint sections 6 & 7, gives a TOF=122.150.  The RW footing for wall expansions joint section 8 gives a TOF=122.301 however, this footing for wall section 8 is graphically depicted “lower” than the footing for wall sections 6 & 7.  Please clarify.

Will Caltrans consider a steel escalation clause in an addendum? 
Specifically, because the steel industry is so volatile at this time, the price for permanent steel casing cannot be guaranteed from the time of bid to the time of purchase.  A steel escalation clause will allow all bidders to work on a level playing field without undue contingency fees for steel escalation.

Question=Plan Sheets # 712, 776, and 754 show cross-sectional details for
2.6m Steel Casing and 1.4m Steel Casing, respectively. None of the
cross-sections show the minimum wall thickness for these Steel Casings.
Please provide minimum wall thickness for both 2.6m and 1.4m Steel Casings.

• No minimum wall thickness requirements are set for these items.

Question=(1) For the Green Valley Creek Bridge, will a construction joint be allowed below pile cutoff at the bottom of the column cage?

• This is a Design Sequencing Project. Please refer to Section 1, "Specifications and Plans" of the special provisions, paragraphs 6 and 7.

• Design memorandums are not part of the contract documents. The special provisions are the contract requirements.

(3) To avoid steel escalation, if all of the permanent steel casing for the CIDH piles is purchased during the first phase of construction, will it be paid upon delivery to the site? Is there a location to have it stored on site?
 

• Payment upon delivery of this material is covered under Section 5-1.16 "Payments," of the special provisions for materials furnished but not incorporated in the work. Payment for the material purchased would be made in accordance to section 9-1.06 "Partial Payments" of the Standard Specifications. Staging areas shown on the plans and any other other locations within the project limits may be used if approved by the Resident Engineer. 

(4) Section 10-1.55 "Piling," of the Special Provisions indicates  that "Acceptance tests of the concrete will be made by the Engineer..." and "Tests will included gamma-gamma logging."  Pursuant to section 6-3.01 of the Standard Specifications, "...all tests shall be performed in accordance with the methods used by the Department of Transportation...", however we are unable to locate Caltrans' defined test method for gamma-gamma logging.  Accordingly, please provide the following information:

 Defined procedures for gamma-gamma logging (Cal Test number);
 Defined procedures for interpretation of gamma-gamma logging results;
 Defined procedures for re-test and interpretation of gamma-gamma logging.

(5) What are the dimensions of the State furnished casing for CIDH Piles?
 

• Please refer to Addendum No. 2.

Please see Plan Sheets 760 and 761.  Note 1 indicates details not shown are found on the “Retaining Wall Details No.2 Sheet.”  The referred to sheet does not give the footing thickness for the retaining walls.  Scaling the dimensions gives 550mm.  Is this correct.  Please clarify. 

• Sheet 768, Retaining Wall Details No. 2, indicates that for details not shown, see Revised Standard Plan B3-1.  This standard plan provides details for the retaining walls including footing dimensions. 

Question=The drainage quantity sheets lists several drainage systems as
having RSP. However, it is only reflected on the drawings on two systems
(25a and 36a). Also, a seperate quantity sheet (448) lists RSP quantities at
the abutments on the Lake Hodges bridge, but no details are given on the
bridge plans or elseware. Please provide locations and details for RSP
quantities.
 

• Details will be provided as part of the phase II deliverable. Please see Addendum No. 1.

Question=Stage 1A calls for a temporary AC widening for NB 15.  However,
there is no typical section, structural section or quantities for this work.
In addition, the k-rail in this stage does not protect this work area from
NB 15.  How does Caltrans intend to do this work and pay for it? 
 

• The temporary AC widening will be handled in accordance with section 4-1.03 CHANGES of the Standard Specifications.  The K-rail shown is not meant to protect this construction work area from traffic. It will temporarily act as a positive barrier in lieu of the removed Thrie Beam guard rail. 

Question=It is unclear as to what operating level of Lake Hodges will be
maintained from current time thru September 2006.  Is it correct to assume
that elevation 290' MSL will be maintained during this time?
 

• No.  The operating level of Lake Hodges varies with weather and surface water

inflow.  From the current time until approximately January 2006, Lake Hodges
will be controlled by weather and surface water inflow.  From approximately
January 2006 through September 2006 the operating level will be maintained
at approximately elevation 290 or below for the construction of the Water
Authority's Lake Hodges Projects.

 What model and type is requred?
 

•  It is a QuadGuard Elite Model No. QS2411EY.

Question=1)How will changes to final pay quatities (through the design sequencing process)be addressed after the bid? 
 

• Please refer to section 9-1.015 FINAL PAY ITEMS of the Standard Specifications and the sections pertinant to the Final Pay Items in the Special Provisions of this contract.

• Staking should be done for all k-rails of the Stage 1.

• Sand backfill is included in the price for abandon culvert. There is no item and a zero quantity for sand backfill. (N) Not a seperate pay item, for information only is inadverdently overlooked in the chart for sand backfill on page D-91 of DRAINAGE QUANTITIES.

• The staging plans will be revised in accordance with Section 4-1.03 CHANGES of the Standard Specifications, in order to create an additional NB traffic shift at the end of Stage 1B.

Question=Where are details for Structure Excavation (Retaining Wall) R & Structure Backfill (Retaining Wall) R to be found. Is the Backfill spec for R the same as for 95% or 90.

• Please refer to section19-3.06 titled Structure Backfill of the Standard Specifications.

Question=Please provide details for this modified barrier. What are the
dimensions? Does it have a footing?

• The details and dimensions for this Concrete Barrier (Type 736 Modified) ( R ) are similar to those shown in the Highland Road OC structural plans, on page 673 “Miscellaneous Details” and those shown on page 680, except for the tubular hand railing. 

Question=Please provide details for this barrier rail.

• A detail for the Concrete Barrier (Type 27B) is shown on Plan Sheet C-5, page 97.

Question=1- The response to  previous pre-bid inquiry No. 2 states that the  "(R)" symbol for bid items 63,66,69.. etc. stands for Roadway. Please confirm that the (R) symbol for Items 211,212,213 also stands for Roadway.

• Yes, the "(R)" symbol stands for Roadway for Items 211, 212, and 213.

• Please bid per the contract documents.

• These details will be delivered in Phase III, per Addendum No. 1.

Question=What is the difference between item 127 TILE TEXTURE PATTERN BULL-NOSE, and item 128 ARCHITECTURAL SURFACE(BARRIER)?  The quantity summary for item 128 on sheet 450 covers walls 403M, 413M, 416M, and 423M.  Based upon the length of barrier on these walls the bid quantity covers approx. 340mm of rail height for the respective lengths of those walls.

According to the quantity summary on sheet 492-493 the quantity for item 127 covers those same four walls.  Based upon the revised bid quantity of 2500 M2,
this covers an average of 860mm of rail height for those walls.

Finally, walls HV11L and HV9L also show barrier rail with tile texture but according to the summaries neither bid item appears to address these two walls.

Which item should cover payment for the tile texture on the barrier rail for the six walls in question?

• The difference between the contract items 127 and 128 is mainly in the height and radius size. Plerase refer to section 5-1.04 COORDINATION AND INTERPRETATION OF, PLANS STANDARD SPECIFICATIONS, AND SPECIAL PROVISIONS FOR THE REMAINDER. 

Question=The quantity for bid item 210 does not include the length of rail on top of wall 431R.  Where will payment be made for this 155 meters of Type 80 Barrier?
 

• Payment for 155 meters of Concrete Barrier (Type 80), which sits on top of RW 431R is accounted for in the total quantities for the Lake Hodges bridge. See contract Item No. 210(F), , CONCRETE BARRIER (TYPE 80).
