send the air tests off to the lab for analysis.

Q:10/25/04 |
Plan Sheet / Specification Reference=Bid
Item 39, Plant Establishment Work, Federal Wage Determination
Question=The Federal Prevailing Wages
that accompanied the bid package (Modification 7, Publication Date 8/27/04)
does not show a classification for Landscape Maintenance Laborer as it
has in the past, and I am unable to download, or see any other Davis Bacon
determinations from the Headquarters website link to Federal Wages, to
determine if this classification appears in a prior determination. Is the
Contractor (and thus the State) really going to have to pay, full laborer
wages during the 3 years of plant establishment?
Page 2 of the Special Provisions for a federal aid project states, "The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations." Therefore, Landscape Maintenance Worker, Landscape/IrrigationTender, Entry Level Laborer or Landscape Irrigation Tradesman are not appropriate for a federally funded project. However, Landscape/Irrigation Laborer apprentice or Landscape/Irrigation Fitter apprentice registered in a bonafide apprenticeship program can be used during the plant establishment period provided the appropriate ratio of journeyman to apprentice is maintained. |
