Q:10/22/04
R:10/26/04
Plan Sheet / Specification Reference=Bid item No. 14, Lead Compliance Plan

Question=Does Cal/Trans expects the CIH to conduct air sampling of the workers on the job for lead, and then send the air tests off to the lab for analysis.

  • No, we no longer mandate air testing on the job as a provision of the contractors Lead Compliance Plan for two reasons:  1) we already know the source of lead (it is in the soil closest to the roadway, within 10 meters +, or in the yellow paint or thermoplastic pavement markings and stripes); and 2) based on our past experience, if the standard dust abatement measures are followed correctly, the airborn lead levels would fall far below the PEL (Permissable Exposure Limit) for airborn lead.

Q:10/25/04
  R:10/26/04
Plan Sheet / Specification Reference=Bid Item 39, Plant Establishment Work, Federal Wage Determination

Question=The Federal Prevailing Wages that accompanied the bid package (Modification 7, Publication Date 8/27/04) does not show a classification for Landscape Maintenance Laborer as it has in the past, and I am unable to download, or see any other Davis Bacon determinations from the Headquarters website link to Federal Wages, to determine if this classification appears in a prior determination. Is the Contractor (and thus the State) really going to have to pay, full laborer wages during the 3 years of plant establishment?

  • Reference to Landscape Laborer in the Federal Determination along with its comparable State rate/classification of Laborer Group 5 was eliminated in 2001.

  •

Page 2 of the Special Provisions for a federal aid project states, "The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations."  Therefore, Landscape Maintenance Worker, Landscape/IrrigationTender, Entry Level Laborer or Landscape Irrigation Tradesman are not appropriate for a federally funded project.  However, Landscape/Irrigation Laborer apprentice or Landscape/Irrigation Fitter apprentice registered in a bonafide apprenticeship program can be used during the plant establishment period provided the appropriate ratio of journeyman to apprentice is maintained.

  R:10/27/04
Plan Sheet / Specification Reference=#77, Minor concrete(Ditch lining)
#78, Minor Concrete(tex paving, type I) #79, Minor concrete(tex paving, type II)
#80, Minor Concrete(tex paving, type III) Special Provisions 10-1.46

Question=The raw material costs for Items #77-#80 represent 42% of the
engineers estimate.Was the $5.3M estimate a 'typo'?

  • No.
The cost for the recycled glass cobble found in Minor Concrete type I is
in excess of $1.3M. Does the state have a local supplier for this
material?
  • There are at least Two local suppliers available in San Diego.
In minor concrete type III, (textured paving)special provisions section
10-1.46 states "Minor concrete (type III) shall consist of stamped
concrete with a stamp pattern as shown on plans". however, no pattern is
reflected on the plan sheets. is there a specific pattern?
  • Please bid per the contract documents.
