Information on the Projects

Description of Projects: The California Department of Transportation (Caltrans), as the lead agency for the California Environmental Quality Act (CEQA), and the Federal Highway Administration (FHWA), as the lead agency for the National Environmental Policy Act (NEPA), in cooperation with the San Joaquin Council of Governments (SJCOG), San Joaquin County, and the City of Manteca, is studying the impacts of the State Route 99 widening project located between State Route 120 in the City of Manteca and Arch Road in the City of Stockton.

Project Components will include widening State Route 99 from four to six lanes by adding a lane in each direction within the existing median. The project will also include the upgrade of bridge rails, construction of a concrete median barrier, and
minor shoulder widening at Lone Tree Slough, French Camp Slough, and Little John Creek. Interchange modifications are being evaluated at Main Street/Lathrop Road, French Camp Road (Turner Station), and at Little John Creek hook ramps.

Purpose and Need: The project is planned to provide congestion relief, upgrades to current freeway design standards, and modification of existing ramps to current standards. The purpose of this phase of the project is to:

  • refine the alternatives identified in previous studies,
  • establish the estimated project costs, and
  • provide appropriate documentation for environmental and
  • project approvals.

Cost and Funding of the Projects: The improvements are being funded by the State of California Proposition 1B Bond Program, the San Joaquin County Measure K sales tax program, and the City of Manteca.
