Project Purpose: This project will widen State Route (SR)-99 from a four to a six-lane freeway from north of Arch Road to south of SR 4 West.  The project will also rebuild all bridges; rebuild existing interchanges and permanently close some existing interchanges.  This could include a new frontage road system. 


The Need:
SR-99 is the principal south/north highway traversing the major cities within San Joaquin County and California’s Central Valley. SR-99 provides primary access for the movement of people, goods, and services and is considered the main transportation route for agricultural products.  SR-99 is also a major connector to all east/west routes throughout the Central Valley, providing linkages between the San Francisco Bay Area and the Sierra Nevada Mountains.


Benefits:
This project will ease congestion, improve mobility, decrease commute times, and enhance safety for interregional and regional trips within and through the county.  The Daily Vehicle Hours of Delay saved will be 4,722 hours. The Daily Peak Duration Person-Minutes Saved will be 5.5 minutes per individual and 376,053 minutes cumulative.


Partnership:
This project is developed through a partnership between the San Joaquin Council of Governments (SJCOG) and the California Department of Transportation (Caltrans).  Project sponsors include local and state agencies. Caltrans is the implementing agency during the Project Approval & Environmental Document (PA&ED), Plans, Specifications and Estimates (PS&E), Right-of-Way (R/W) and Construction phases.

Estimated Total Project Cost: $250.5 million.

  • Measure K: $77.0 million
  • RTIF: $5.0 million
