I-5 Rio Hondo Bridge Repair

Southbound opened at 8:45 a.m. That is over an hour ahead of schedule!
Repairs are complete to the two southbound and one northbound lane Interstate 5 over the Rio Hondo River in Downey! Northbound I-5 opened at 7:20 a.m. Longest queue was two miles with 45 minute delays either direction.

Project Location

This 635-foot-long bridge carries Interstate 5 over the Rio Hondo River in Downey, Los Angeles County.

The bridge, built in 1953 and widened in 1982, features 8 spans, steel girders and steel stringers with a concrete deck. The bridge carries an average of 233,000 vehicles a day.



Project Background

The bridge was damaged by a fire that broke out in a transient camp beneath the bridge in the early morning hours of July 7, 2015. Caltrans kept southbound lanes closed to check the structural integrity of the bridge. The damage was mostly concentrated under southbound lanes.

The freeway was reopened on Wednesday, July 8, 2015 after the bridge was shored up. Structural engineers found that heat from the flames warped 8 girders, peeled the paint on 13 steel girders, sheared off bolts on the lateral steel supports, damaged bearings and delaminated concrete. Subsequently we had two more emergency concrete spall repairs.


Bridge Repair Project

  1. 1. Demolish affected deck.
  2. 2. Re-construct with special concrete to expedite repair and reduce closure duration.
  3. 3. Install fencing to prevent unauthorized access.

Repair Schedule

Weather permitting, construction is scheduled to start on October 16 for Stage 1, which consists of replacing the bridge deck of southbound I-5 lanes 3 and 4. Stage 2 is scheduled to start on October 23 to replace the bridge deck on southbound I-5 lanes 1 and 2 and northbound I-5 lane 1.

Transportation Management Plan (TMP)

In order to alleviate the anticipated significant traffic impact during the two extended weekend closures the following TMP strategies will be implemented:

Motorist Information

Freeway message signs will notify motorists of closures and detours. They will also be on local streets in the vicinity of the work zone to advise motorists of traffic conditions and to promote traffic diversion away from the work area. Fixed overhead freeway message signs will provide real-time traffic conditions.

Incident Management

The CHP will be on hand to assist with lane closures and traffic control operations, and to maintain a safe working zone for the contractor and the motoring public. Freeway Service Patrol will be available to clear stalls and accidents.

Construction Coordination

Adjacent construction projects will be coordinated to avoid conflicts with concurrent closures.

Public Information

Media briefings and news releases will help explain the repairs, closures and detours. A project web site will provide specific closure times and directions. Radio advertisements advise motorists of the closures for both weekends. General messages will remind motorists to plan ahead and avoid congestion.
